- This is a market survey only. The Joint Munitions & Lethality ContractingCenter, CCJM-MA anticipates soliciting a sole source award (under FAR 6.302-1)to MTS Systems Corporation, 14000 Eden Prairie Drive, Eden Prairie, MN 55344-2290. This award shall provide that MTS will perform mechanical testing onmetals and composites, which will determine their usefulness for various ARDECitems. Mechanical testing includes first article and lot acceptance testing.The Metallic Materials Technology Branch of EWETD, AETC performs theaforementioned testing. ARDEC requires contractor support to provide routine maintenance, repair andcalibration of the mechanical test system in room 1 of building 355. Themechanical testing laboratory consists of six test frames. Other equipmentin the lab includes: extensometers, clip gages, load cells, Linear VariableDifferential Transducers (LVDT), hydraulic pumps, and environmental chambers.Each frame has one LVDT and at least one load cell. The lab has a number ofextensometers, clip gages, and other equipment. Most of this equipmentrequires calibration every 12-18 months to comply with ASTM standards.Service for the equipment shall be made on a pay-as-you-go basis. Thiscontract shall cover all costs for service, maintenance, calibration, repairs,and parts for equipment previously listed. As necessary calibration shall beconducted while the sensors are in the machine in which they are used. Eachof these components are required to work together to make an entirely operabletest system. The equipment must be calibrated by standards traceable to National Bureau ofStandards in accordance with applicable ASTM specification. In the event ofequipment failure, the contractor shall repair the defective components. Thecontractor shall respond to the repair request in 3 working days unless agreater delay is justified. If during the performance of inspections and/orrepairs any defective part(s) are revealed, which would cause an impairment orfailure of proper operation of the equipment, the defective part(s) shall berepaired at the job site. If the replacement part is not on-hand, thecontractor shall return with the proper part to restore the equipment backinto operation in a within 3 working days unless a greater delay isjustified. The contractor shall provide spare parts for operator maintenance. This proposed requirement has an anticipated period of performance of 12months. Firms should indicate the level of clearance possessed in theirresponse. Any responsible/interested sources shall submit theirqualifications and capabilities within 15 days of this notice to: U.S. ArmyContracting Command, Joint Munitions & Lethality Contracting Center,Picatinny, NJ 07806, Ms. Megan C. Boyle, Bldg. 10, or submit the informationelectronically to megan.boyle@us.army.mil. Information submitted shouldinclude the organization, personnel, facilities, applicable subcontractornetwork, and past experience to meet the specific needs stated above.
