Description
Louis Stokes ClevelandDepartment of Veterans Affairs Medical Center VISN 10 Contracting Management Justification and Approval for Other than Full and Open Competition Upon the basis of the following justification, the use of other than full and open competition for the proposed contract action is hereby recommended for approval pursuant to the authority of 41 U.S.C. 253(c) (1), and FAR 6.302-2, unusual and compelling urgency. 1.Identification of Agency and Contracting Activity The Louis Stokes Cleveland, Department of Veterans Affairs Medical Center (VMAC), Brecksville, Ohio, 44141, VISN 10 Contracting Activity, Acquisition Management Service. 2.Nature/Description of Action This activity proposes to use sole source procurement procedures to purchase a CCTV Surveillance System from Doan Pyramid Electric for the laundry building (building 46) at the Brecksville facility. 3.Description of Supplies/Services The CCTV Surveillance system will provide 24 hour surveillance at the laundry building. The installed system will include a DVR system, motion detectors and Nightsense technology. This system is needed due to the fact there was recently a fire in the laundry building, and police services say there looks like there may have been a break in. The investigation is still ongoing. In the meantime, police services and the engineering feel it would be prudent to put this additional security in place as soon as possible. 4.Identification of Statutory Authority ( ) 41 U.S.C. 253 (c) (1) Only One Responsible Source (X) 41 U.S.C. 253 (c) (2) Unusual and Compelling Urgency ( ) 41 U.S.C. 253 (c) (3) Industrial, Mobilization, Engineering, Developmental, or Research Capability or Expert Services ( ) 41 U.S.C. 253 (c) (4) International Agreement ( ) 41 U.S.C. 253 (c) (5) Authorized or Required by Statute ( ) 41 U.S.C. 253 (c) (6) National Security ( ) 41 U.S.C. 253 (c) (7) Public Interest 5.Demonstration of Contractor's Unique Qualifications Doan Pyramid Electric is a large business that has provided surveillance system components to the Louis Stokes Cleveland Department of Veterans Affairs Medical Center in the past. They are familiar with our systems and would be able to get this surveillance system up and running in a short period of time. 6. Publicized Requirements The J&A will be posted on FBO within 30 days of the award. 7.Determination of a Fair and Reasonable Cost In the absence of competition, the price of $11,200.00 has been determined to be the best value based on the urgent nature of this requirement, as well as their prior work and familiarity with existing systems at the Medical Center. 8.Market Survey No market survey was completed due to the fact this requirement is urgent and compelling. 9.Other Supporting Data None 10.
