Description
This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors for the solicitation for Request for Proposal (RFP) N40084-09-R-7000 Renovate MOMAU, Bldg. 1440 US NAVAL AIR FACILITY MISAWA, JAPAN. The project will be solicited as an unrestricted procurement using the source selection procedures in accordance with Federal Acquisition Regulations Part 15.101 and 15.3. The solicitation utilizes source selection procedures which require offerors to submit price and technical proposals. Evaluation of proposals will be based on price and technical evaluation factors as stated on the solicitation, with contract award to be made to the offeror submitting the best value to the Government. The contract resulting from this solicitation will result in contract award to the responsible offeror whose offer conforms to the solicitation and is determined to be the most advantageous to the US! Government considering price and technical evaluation factors. This Design Build Construction project will include but is not limited to the labor, supervision, tools, materials, and equipment necessary to renovate Bldg. 1440, and all incidental related work. The work includes addition of office spaces, toilet, locker room, training room, kitchen, and fire pump room, modification of wet-pipe sprinkler system, heating ventilating air conditioning system, plumbing system and fire alarm system. Installation of wet-chemical fire extinguishing unit, top coat of roof and canopy on the existing shutters, relocating of trash shed, replacement of transformer station and incidental related work. Performance period is estimated at 13 months from the date of award. The North American Industry Classification System code is 236220, Commercial and Institutional Building Construction. The project magnitude is between $1,000,000 and $5,000,000. No notice of solicitation activity will be ! provided to interested offerors. Interested offerors can view and/or download the solicitation from Asia Navy Electronic Commerce Online at http://asia.neco.navy.mil when it becomes available on or about Jun 2009. The due date for proposal is approximately 45 calendar days after the issuance of the solicitation. All interested offerors shall register at the website.
