Description
Pre-solicitation notice is for information only. This particular Solicitation is for the HUBzone pool. The MATOC will award three separate Indefinite Deliver Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC). The MATOCs will provide construction services for Fort Polk and England Air Park, Louisiana, and secondarily for military & civil projects within the Southwestern Division (SWD) geographic boundaries. This acquisition will be for $125,000,000 for a five year period. Three pools will be awarded under this solicitation. Each pool will award up to three (3) Small Business set-aside, three (3) HUBZone set-aside and three (3) Service-Disable Veteran Owned Business indefinite delivery contracts. The Little Rock District, US Army Corps of Engineers has assumed responsibility for issuing this solicitation and procuring a resulting contract. The IDIQ MATOCs will include Design-Build, Design-Bid-Build, construction involving Operations and Maintenance Army, Unspecified Minor Military Construction, additions, alterations, maintenance, and repairs of commercial and institutional buildings and related structures. The scope of this MATOC includes, but is not limited to, construction, renovation, repairs, preventive maintenance, environmental abatement, and operations activities. The contracts are not only intended to execute new construction, design-build and design-bid-build, but to provide a timely response to remediation of real and personal property facilities, e.g., maintenance, repair, asbestos and lead-base paint abatement, and minor construction situations relating to, but not limited to, civil, mechanical, plumbing, structural, electrical, heating, ventilation and air conditioning (HVAC), instrumentation, anti-terrorism and force protection. The awarded contracts will provide construction services covering the next 5 years. The pools, Small business, HubZone, and Service-Disable Veteran Owned Business, will award no less than two and no more that three contracts for each pool. The Small Business set-aside pools total capacity will be $47,500,000 over the five year period of performance. The HubZone set-aside pools total capacity will be $57,500,000 over the five year period of performance. The Service-Disabled Veteran Owned Business set-aside pools total capacity will be $20,000,000 of the next five years. Task orders will be awarded competitively within the pools or by the less preferred sole source award. The maximum task order limitations for the Small Business Set-aside pool will be $15,000,000. The minimum task order limitation for the Small Business set-aside pool will be $100,000. The maximum task order limitation for the HUBZone Set-aside is $7,500,000. The minimum task order limitation for the HUBZone Set-aside id $7,500,000. The maximum task order limitation for the Service-disabled Veteran Owned Business Set-aside pool is $1,000,000. The minimum task order limitation for the Service-disable Veteran Owned Business Set-aside is $100,000. Contractors will not be required to accept projects less than the minimum task order amount. Contractors will not be required to provide a proposal in response to each task order request for proposal. The period of performance will be one twelve-month base period and four (4) twelve-month option periods. Construction to be performed under the resultant firm-fixed price, indefinite delivery contracts will consist of anticipated task order construction projects for Installation Support, Fort Polk, Louisiana and Military and Civil projects within the Southwestern Division Geographical Boundaries. The North American Industrial Classification System (NAICS) Code applicable to this acquisition is 236220, Commercial and Institutional Building Construction. The Small Business Size Standard for this acquisition is $33.5 Million. Federal Supply Code is Z300, Maintenance, Repair-Alteration Restoration. Limitation on Subcontracting applies. CONRACT INFORMATION: Award will be based on overall Best Value to the Government. This process permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced proposal. Offerors submit their performance and capability information for review and consideration by the Government. The government will evaluate the proposals in accordance with the criteria described for in the Request for Proposal. Anticipated solicitation issuance date is on or 19 June 2009 with the proposal due date 21 July 2009. If the government elects to hold a pre-proposal conference, details regarding the conference will be provided in the solicitation. The solicitation will be a negotiated acquisition. There will be no public bid opening. Plans and specifications will not be provided in a hard paper copy. This solicitation will be issued via Internet only.
