Pre Solicitation "Notice" Only Project Location: Zion National ParkNAICS Code: 336350Contracting POC: Pamela R. Volmer, Contracting OfficerPhone: 303-969-2272Email: Pamela_Volmer@nps.gov *******************This is not a Request for Proposals. ************************ The purpose of this notice is only to announce the intent of the government and to state that a Solicitation will be posted at a later date which shall occur no earlier than 15 days from the posting of this announcement. IAW 52.232-18, Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. The Department of Interior, The National Park Service, Intermountain Region, intends to negotiate a sole source, Commercial procurement with El Dorado National, 13900 Sycamore Way, Chino, CA 91710 for the vehicle replacement for the existing propane powered vehicle fleet located at Zion National Park. Replacement vehicles will be utilized as part of the shuttle bus system near Springdale, Utah. A) No responses are required at this time and will not be accepted in response to this Pre-Solicitation Notice. B) This acquisition is being conducted under the procedures of FAR 5.201 and 6.302. The subsequent contract will be negotiated in accordance with FAR Parts 12 and 13 as a commercial services contract. The Government believes that the identified contractor is the only one responsible source", as defined by FAR 6.302-1, for the required vehicles. Firms that believe they can provide the required vehicles described below are encouraged to identify themselves and give written notice to the Contracting Officer as noted below. C) Title of Project: Replacement of Zion Buses D) Brief Description of Project Scope: Procure seven (7) 30 foot, 96-inch wide medium duty Transit Coaches capable of towing a 30 foot, 96-inch wide Passenger Trailer on the roads within Zion National Park. These coaches will operate within the town of Springdale, Utah service area, but without trailers. Specifications will be forthwith in the solicitation, and intended to indicate a twelve (12) year transit coach designed to withstand the rigors of daily service. It is the intent of these specifications to provide a general description, together with certain specific detailed requirements of vehicles, of a top-line transit coach. Of paramount concern will be overall size, quality of non air conditioning passenger air flows, electrical capacity, and overall reliability. It is the intent of the government to purchase a standard production vehicle from a manufacturer with successful experience in producing the size and type vehicles specified for the application intended. Though the Federal Transit Administration (FTA) recognizes these buses as 12-year vehicles, these units may be required to operate 15-plus years. Equipment longevity and parts availability will be considered in the award process. In addition, the offeror will be required to provide training and training manuals to Zion National Park. Future vehicle procurement will be for up to 23 additional coaches and 21 passenger trailers to be awarded in 2013. E) Estimated Price Range: Between $1.2 Million and $1.7 Million F) Once the solicitation is posted, the request for proposals and documents shall be available without charge, through www.fedbizpps.gov. Work will be completed in accordance with government furnished specifications and plans. A paper solicitation will not be issued and electronic submission of contractor's proposals will not be accepted. G) Proposed Contract Type: A firm-fixed commercial services contract is anticipated using simplified acquisition methods. H) This notice is not a request for competitive quotes. This is a Pre-Solicitation Notice Only. All responses from contractors who believe they are capable of performing the work must be received within 15 days of the date of publication of this synopsis and will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by mail at: 12795 West Alameda Parkway, Lakewood, CO 80228. Responses should include a brief narrative of the contractor's capability to perform the services, the contractor's DUN and Bradstreet Number, Central Contractor Registration, ORCA, and identification of the contractor's business size in accordance with the size standard.
