Description
****SUBJECT PROJECT MAY POSSIBLY BE FUNDED BY THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA). IF SO, APPROPRIATE ARRA CLAUSES WILL BE INCLUDED IN SOLICITATION. The United States General Services Administration has a requirement for the selection of a quality contractor for the Restroom modernization project at the Mt. Hope Federal Building, 100 Bluestone Road Mount Hope, WV 25880. Currently, the restrooms are not in compliance with the Architectural Barriers Act Accessibility Standard (ABAAS); therefore, it is necessary to satisfy the minimum standards set forth by the ABAAS and UFAS standard requirements for handicapped accessibility. The project includes but is not limited to the renovation of existing restrooms and shower areas. The awarded contractor will provide all management, supervision, labor, materials, supplies, and equipment, and shall plan work schedules and coordination. This procurement is being solicited on an unrestricted basis in accordance with the Small Business Competitiveness Demonstration Program. The NAICS Code for this procurement is 238220, entitled "Plumbing, Heating and Air-Conditioning". The estimated cost of the modernization is between $500,000 to $1,000,000.00. Award will be a firm fixed price contract and the procurement method will be a competitive negotiated Request for Proposal (RFP). IAW FAR 15.101-1, the trade-off process under the best value continuum will be used. This process permits tradeoffs among cost or price and non-cost factors and allows the Government to accept other than the lowest priced proposal. The technical evaluation factors for the evaluation process are, in descending order of importance: 1.Past Performance Experience 2. Key Personnel Qualifications. For this procurement, technical evaluation factors when combined are approximately equal to price. The proposal providing the best value to the Government, price and technical factors considered shall be accepted. Pursuant to FAR 52.215-1 Instructions to Offerors-Competitive Acquisition, the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a). Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. TENTATIVE DATE TO FOR ISSUANCE OF RFP IS ON OR ABOUT JUNE 22. The Solicitation (RFP) will only be available electronically. The solicitation (specifications, drawings, clauses and bid forms) can only be obtained through FedBizOpps.
