- Description
- NASA/SSC has a requirement for two liquid nitrogen pump skids to be installed atthe SSC High Pressure Gas Facility (HPGF). The original pump skid was acquired under aCooperative Agreement by ACD (Santa Ana, CA) and was fabricated on behalf of ACD byPittsburg Cryogenics Inc. (Imperial, PA). The Cooperative Agreement provided for thedevelopment and optimization of a liquid nitrogen pump configuration specifically adaptedto efficiently provide nitrogen in the quantity and purity required to meet SSCsnitrogen requirement s for rocket engine testing. The initial development is completeand the performance of the development skid has met or exceeded all the original goalsidentified in the Cooperative Agreement. The current procurement is to have PittsburgCryogenics provide for the remaining two pump skids required to complete the HPGFNitrogen System Upgrade Project. The configurations of these two skids are to beidentical to the configuration of the original liquid nitrogen pump skid developed andvalidated under the Cooperative Agreement. The Government intends to acquire a commercial item using FAR Part 12.All prospectivecompanies may submit their written electronic correspondence to the attention of: MarvinL. Horne at Marvin.L.Horne@NASA.Gov. Those prospective companies shall have theirelectronic Statement of Capabilities (SOC) submitted and received at Stennis Space Centerno later than June 22, 2009 at 3:00 pm CST. Faxed correspondence and telephonecorrespondence will not be accepted. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government. Oral communications are not acceptable inresponse to this notice. All responsible sources may submit a SOC which shall beconsidered by the agency. An Ombudsman has been appointed.
