Description
JOFOC This publication serves as a notice of intent to procure, on a sole-source basis, with the University of St. Andrews. The intended acquisition acquire telemetry tag system for which the Government intends to acquire from one source under the authority of 41 USC 235(c) (1), Only One Responsible Source. NOAA's National Marine Fisheries Service requires the construction and delivery of a mobile phone modem GSM/GPS telemetry tag system. The proposed contract will be an Indefinite-Delivery, Indefinite-Quantity type contract for a base period and four one-year options. The only known source to provide the required tag system is the Sea Mammal Research Unit (SMRU) at the University of St. Andrews in Scotland, UK. The tags will be used for the study and conservation of the Hawaiian monk seal ( Monachus schauinslandi ). These systems will include the ability to operate on US GSM frequencies (850, 1900 MHz). Other Specifications include: Housing: Solid epoxy body, rated to 500m (reinforced 2000m) Standard sensors: - Pressure (resolution 5m @ 2000m, 0.5m @ surface) - Wet/dry saltwater switch - Real-time clock - Temperature (resolution 0.1 o C) Longevity: - 6 months at default parameter settings - Shelf life of 24 years Dimensions (max): 100 x 70 x 40 (height) mm Data-Transfer: When the tags are successfully connect via GSM network, the data will be downloaded and FTP'd to a server at SMRU, St. Andrews. SMRU will provide the service to decode and make the data available for the user through a restricted access account. All interested parties must respond to this announcement by July 6, 2009. Responses must include the contractor's name, contact information, and information indicating the contractor's capability to provide the required tag system. Documentation shall be submitted to support the contractor's capability to provide the operational telemetry tag system, along with applicable contract numbers, points of contact and phone numbers, and a description of previously tested and operational telemetry tag systems provided under previous contracts for the same purposes. Any response that does not include this information will not be considered. The Government will evaluate each response to determine if the contractor has the experience, knowledge and capability to provide the required cable. No solicitation is available at this time. All contractors doing business with this Acquisition Office must be registered with the Central Contractor Registry (CCR). No award can be made unless the vendor is registered in CCR. In addition, completion of the online representation and certifications application (ORCA) is required. The applicable NAICS is 334220 with a small business size standard of 750 employees.
