Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition will be conducted in accordance with FAR Subpart 13.5, Test Program for Certain Commercial Items.M67001-09-Q-0092 is issued as a Request for Quotation (RFQ) to provide the Government the following services and supplies: contractor shall perform quarterly and annual Preventive Maintenance (PM) on screw type industrial Air Compressors and Refrigerated Air Dryers located at Marine Corps Base, Camp Lejeune, NC and Marine Corps Air Station, New River, Jacksonville, NC. The contractor shall provide all supervision, labor, tools, equipment, materials, and certifications necessary to fulfill the requirement. A detailed description and quantities of the Government's Supplies/Services required, Statement of Work, and Technical Exhibit is located at Attachment (1). The requirement is for a Base period of one year, and four (4) one year option periods to be exercised at the discretion of the Government. The RFQ documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-31, effective 20 April 2009 and DFARS Change Notice (DCN)! 20090115, effective 15 January 2009. The proposed acquisition is a 100% small business set-aside. The associated North American Industrial Classification System (NAICS) and the Standard Industrial Classification (SIC) codes for this requirement are 423850 and 8999. Quoters must be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR will make an Offeror ineligible for award. Information on registering in CCR may be obtained by calling (888) 227-2423 or via the internet at http://www.ccr.gov. See Numbered Note 1. The provision at 52.212-1, Instructions to Offerors - Commercial Items applies to this acquisition. The service the contractor provides shall comply with all Federal, State, and Local regulations. FOB site: Destination. Evaluation: Responses to this RFQ will be evaluated based on the best value to the Government, price and other factors considered. Evaluation criteria are: (1) Technical capability, (2) Past performance and (3) Price. The evaluation factors will be assessed separately. Technical capability and Past performance are equal in value. The combined value of Technical capability and Past Performance shall be evaluated as significantly more important than Price. The Government intends to award one contract, on an all or none basis, to the quoter whose quote provides the overall best value to the Government; however the Government reserves the right to award no contract at all, depending on the quality of the offers submitted and the availability of funds. Quoters shall provide at least three (3) relevant past performance references with their quote. Reference information shall include agency name, contract number, dollar amount, point of contact (include phone number), for which your firm has provided the same or similar services or supplies. Firms without a record of relevant past performance will receive a rating that is neither acceptable nor unacceptable. Quoters are to include a completed copy of the provisions at FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items. If the Offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov only paragraph (k) of this provision shall be completed (please submit a completed copy of paragraph (k) with your proposal). The service the contractor provides shall comply with all Federal, State, and Local regulations.The provision at 52.212-1, Instructions to Offerors - Commercial Items applies to this acquisition. As a condition of receipt of this contract, the Contractor agrees to implement the Department of Defense web-based software application, called Wide Are Workflow Receipt and Acceptance (WAWF-RA). This application allows DoD vendors to submit and! track invoices and Receipt/Acceptance documents electronically.
