- THE PRE-SOLICITATION NOTICE POSTED ON MAY 8, 2009 IS AMENDED AS FOLLOWS: THIS PROJECT IS A TOTAL SMALL BUSINESS SET-ASIDE. Contractor shall provide all labor, materials, tools, equipment and supervision necessary to elevate the main electrical service and distribution system equipment at the Waterfront with the replacement system fully capable of withstanding a CAT 3 flood level condition and to repair and upgrade the fuel, diesel and gasoline distribution systems. The estimated value of this procurement is between $500,000 and $1,000,000. The performance period will be 150 calendar days. Bid, payment and performance bonds are required. The applicable North American Industry Class System (NAICS) Code is 237990. The small business size standard is a 3-year average annual gross receipts of $33.5 million. SOURCES SOUGHT FOR HUBZONE, SDVOSB AND SMALL BUSINESS CONCERNS FOR HSCG82-09-B-3WCA48 The U.S. Coast Guard is considering whether or not to set aside an acquisition for HUBZone concern, Service-Disabled Veteran-Owned Small Business Concern (SDVOSB), or Small Business Concerns. Estimated construction price range is between $100,000 and $250,000. Performance period is 120 calendar days. The applicable North American Industry Class System (NAICS) 2007 code is 237990. The small business size standard is $33.5 Million. Bid, payment and performance bonds are required. The project work location is at U.S. Coast Guard Station, Harrison County, Gulfport, Mississippi. Provide all labor, materials, equipment, supervision, and tools to repair waterfront electrical and fuel systems to include: providing an elevated Main Electrical Service Distribution System to withstand a hurricane CAT-1, 2, or 3 storm water surge without water damage, and to provide repair and modifications to Gasoline and Diesel Fuel Oil Systems. Electrical work will include a new elevated Main Electrical Service Structure, estimated at minimum +12’ above the concrete deck. Revise fuel systems electrical power supply and fuel controls as required for the proposed mechanical revisions to fuel piping and relocated gasoline dispenser, and new diesel dispenser. Mechanical work will include replace gasoline fuel dispenser (with 50 foot hose and spring return. Move dispenser about 6 feet into fuel farm along pier and rotate dispenser and realign 1000 gallon Convault tank. At the present time, this acquisition is expected to be issued as a Small Business set aside. However, in accordance with FAR 19.1305, if your firm is HubZone certified or FAR 19.1404, if your firm is SDVOSB and intends to submit an offer on this acquisition, please respond by e-mail to Ada.M.Hoggard@uscg.mil with “Sources Sought for Solicitation Number HSCG82-09-B-3WCA48” in the subject line or by fax at (305)-278-6696. In the response please include the following: (a) a positive statement of your intent to submit a bid for this solicitation as a prime contractor; (b) evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact and telephone numbers; (c) past performance references with points of contact and phone numbers. At least two references are requested, but more are desirable. Your response is required by March 6, 2009. All of the above must be submitted in sufficient detail for a decision to be made on a HUBZone or Service-Disabled Veteran-owned Small Business set aside. Failure to submit all information requested may result in a small business set-aside. If adequate interest is not received from HUBZone concerns and SDVOSBs by the close of business March 6, 2009, this solicitation will be issued as a Small Business Set-Aside basis without further notice. A decision on whether this will be pursued as a HUBZone or SDVOSB small business set aside, or a Small Business set aside, will be posted on the FedBizOps website at http://www.fbo.gov/.
