- PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-32, Effective 14 May 2009. All future information about this acquisition including solicitation amendments will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The combined synopsis/solicitation number is RFQE008992(A) and shall be referenced on all quotes. The NAICS Code for this requirement is 334220, Radio and Television Broadcasting and Wireless Communication Equipment Manufacturing. The size standard is 750 employees. This requirement is 100% set-aside for small business. The FBI requires ten (10) Vertical Dipole Omnidirectional Antenna. To ensure that sufficient information is available, the offeror must furnish as a part of its quote all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the purchasing activity to: (i) determine whether the product offered meets the salient characteristics requirements of the combined synopsis/solicitation, and (ii) establish exactly what the offeror proposes to furnish and what the Government may contract to purchase by making an award. Minimum Salient Characteristics: Specific characteristics of the material that must be technically met (minimum requirements): •· Frequency Coverage: 136MHz-174MHz and 225-400 MHz in a single vertical mast with 2 Type N Female outputs (one for each band) •· VSWR: 2:1 Maximum across both bands •· Band Isolation: 30dB Minimum •· Power Input: 100 Watts Minimum •· Input Impedance: 50 Ohms across each band •· Gain: 0 dBi, omnidirectional (+/- 1.0 dB) •· Polarization: Vertical •· Vertical HP Beamwidth: 70 Degrees +/- 10 •· Weight: 16 pounds Maximum •· Length: 106 Inches Maximum •· Diameter: 3.25 inches Maximum •· Built to MIL STD 810 A & B for rain, salt-fog, sand and fungus and to MIL STD 210 A & B for temperature, pressure and humidity A firm fixed price contract will be awarded to the responsive, responsible offeror whose quote conforms to this solicitation and is the Lowest Price Technically Acceptable offer (LPTA). Please carefully review the commercial item FAR clauses for information about requirements and instructions for submitting a quotation. The following provisions and clauses apply to this procurement: Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions to Offeror- Commercial Items (JUN 2008); FAR provision 52.212-2, Evaluation-Commercial Items (JAN 1999) - Award shall be made to the responsible offeror whose offer is the Lowest Price Technically Acceptable. FAR provision 52.212-3, Offeror Representations and Certification-Commercial Items (FEB 2009) - Please note: All offerors and prospective contractors must be registered on the online Representative and Certification Application (ORCA) website at http://orca.bpn.gov or must provide a completed copy of 52.212-3 along with their quote. ORCA registration is available through Business Partner Network (BPN) at www.bpn.gov. FAR Clause 52-212-4, Contract Terms and Conditions- Commercial Items (MAR 2009); FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (MAY 2009) - in paragraph (b) the following clauses apply: (b) 8, 18, 19, 20, 21, 22, 24, 26, 32 (i), 34, 39. The due date for responses to this RFQ is on or before June 15, 2009 at 10:00 am Eastern Time. Responses must be marked as follows: "RFQ E008992(A)."
