Description
Statement of Work/Requirements/Evaluation Criteria This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation for this requirement. This is the Request for Proposals. No other solicitation will be issued. This is a re-issuance of a cancelled solicitation previously announced through GSA eBuy. The provisions and clauses incorporated into this document are those in effect on June 8, 2009. The Mine Safety and Health Administration (MSHA), Directorate of Educational Policy and Development (EP&D) is seeking data collection and data entry services for a new asset inventory database. The services must be performed on location at the National Mine Health and Safety Academy in Beaver, WV. Specifically, the work under this contract requires the vendor to collect and enter the data required to accurately populate the MSHA MicroMain database. The types of assets for which data will be collected and entered into the database include building environmental systems; furniture; security and locks; lighting; grounds equipment; maintenance equipment; and other items typical of this type of facility. The successful vendor's staff will visit all locations within the Academy to locate, identify and apply barcode tags to all appropriate equipment and property within the facility. The MicroMain software will be used to enter the data on-location via handheld PDA/Scanners. The work will require the staff to work in conduit areas as well as equipment closets located in 6 separate buildings on the campus. Work will require extensive walking, bending and stretching and may be physically challenging at times. Contract staff will also collect inventory information on those supplies used in the facility operations, such as kitchen, janitorial, and maintenance supplies. MSHA SSD staff will provide the contract staff with maps of the campus buildings; general locations of work areas; the data and format required for data collection; and appropriate bar-coding equipment to accomplish the task Additional information including the Statement of Work, requirements, proposal preparation and award information is included in the attached document. Please note that there will be a mandatory site visit at the National Mine Health and Safety Academy at 1:00 PM Wednesday June 24, 2009. Proposals will not be accepted from any vendor that has not attended the site visit. However, vendors who attended the site visit for the cancelled action shall not be required to attend the site visit. Award shall be made to that proposal that provides the best value to the government considering price and other factors. Other factors to be considered include the degree to which the software meets the above capabilities. MSHA intends to award a contract without discussions as permitted by FAR 15.306(a). However, MSHA retains the right to conduct negotiations if it is felt that to do so is in the best interests of the Government Interested parties should forward a response addressing the above requirements, all pricing information, and any other relevant information to the contracting officer no later than 3:00 pm EDT Friday, July 10 2009. Electronic responses are preferred and may be directed to the contracting officer at beaty.robert@dol.gov.. MSHA will not reimburse any costs relative to responding to this notice and solicitation.
