Description
NASA/LaRC has a requirement for a Heavy Load Micropositioner capable of 4 axistranslation of up to 2000 pounds of weight with 3 um positioning resolution along threeorthogonal axes, 20 each. This system will be used to develop new optical instrumentationsupporting several programs including the Supersonics and Hypersonic experimentalcapabilities program. NASA/LaRC intends to purchase the items from Olympus Controls the only known sourceavailable and no other type of system will satisfy agency requirements. Similarcomponents from Olympus are in use at the LaRC test cell facility. This micropositionershould be compatible with the software that has been developed to interface with theexisting programs. Based upon extensive online market research of similarmicropositioner, they are the only manufacture that could provide a similar product whichmeet these specifications. It would take a substantial amount of time and money foranother source to provide a similar system, and these resources are not expected to berecovered through competition.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 22, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
