- Draft SOW Small Business Sources Sought. NAVAIR is tasked to provide the requirements for providing full spectrum information technology (IT) engineering and management support services for the RDT&E Infrastructure Division. Requirements include support for: project initiation and governance; improvement and modernization (I&M); engineering and installation (IA); architecture design; integration of new technologies; acquisition of hardware/software/material, material management for connection to the RDT&E network/infrastructure, all connected LANs, and stand-alone networks – both secure and non-secure. THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible small business firms capable of providing the services described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The NAICS code for this requirement is 541330 with a size standard of $25M. The incumbent contractor is The MIL Corporation, Bowie, MD. The prior contract number is N00178-05-D-4623-M801. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Incumbent: MIL Corporation, Bowie, MD N00178-05-D-4623-M801 Set Aside: TBD Contract Type: The contract is planned primarily as a performance-based contract on a cost-plus-fixed-fee best value basis. Firm-fixed price tasking is also included in this contract. Attachments: Statement of Work Milestones: NAVAIR anticipates procurement milestones to occur on or around the following dates. Solicitation Issued: 9/17/2009 Contract Award: 5/1/2010 This notice is for information purposes only. REQUIREMENTS: See attached draft SOW. Submittal Information: It is requested that interested small businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, and 12 point font minimum) for the attached draft SOW. The capabilities statement shall demonstrate the company’s ability to perform the services in the attached draft SOW. This document must address, at a minimum, the following: 1) prior /current corporate experience performing efforts of similar size and scope within the last 3 years, including contract number, organization supported, indication whether as a prime or subcontractor, contract value, Government point of contact, and a brief description of how the referenced contract relates to the services described in the draft SOW, 2) company profile to include number of employees, annual revenue history, office location, DUNS number, and a statement regarding current small business size status, 4) company’s ability to perform 50% of the work, 4) company’s ability to begin performance upon the anticipated contract award date of 01 May 2010.
