- The U.S. Department of Labor is seeking qualified contractors that can provide technical assistance and supportive services to the Employment and Training Administration’s (ETA) Office of Policy Development and Research (OPDR), Division of Policy, Legislation and Regulation (DPLR). We are looking for firms that qualify under the Small Business Programs mentioned in Federal Acquisition Regulation Part 19. When submitting your response, please indicate under which programs you meet the criteria. The NAICS Code is 541611, Administrative Management and General Management Consulting Services, and the Small Business Standard is $7 million. OPDR assists ETA in supporting its goal to inform the development of workforce policies and investments, and support the continuous improvement of the public workforce investment system by analyzing, formulating, and recommending legislative changes and options for policy initiatives. OPDR provides ETA with strategic approaches to improve performance and outcomes through research, demonstrations and the evaluation of major ETA programs. OPDR coordinates the development of ETA rulemaking documents implementing Federal statutes or amending outdated information into a regulation. In addition, OPDR is responsible for processing ETA's Federal Register notices for publication, and managing the ETA Advisory System, which is used to disseminate advisories and publications to the Employment and Training system. The Advisory System includes ETA Training and Employment Notices, Training and Employment Guidance Letters, Unemployment Insurance Program Letters, etc. These advisories provide the Department's interpretations of Federal law requirements; procedural, administrative, management, and program direction; and other information to the states, direct grant recipients and other interested parties. OPDR has a number of priority tasks that link OPDR's Performance Plan with Departmental Goals. These include: developing, implementing, maintaining and monitoring research, regulatory, evaluation and legislative agendas; disseminating information, in particular reports and guidance, to all agency administrators; working with the DOL Office of Inspector General to develop new audit methods for initiatives focused on innovation and transformation; working with other ETA program offices to identify performance measures and standards that will promote the provision of services, and reduce barriers to, hard to serve populations; investigating the link or relationship between poverty and competiveness both within the United States and globally; developing and implementing Policy Formulation Procedures informed by "best practices" and research results; developing and implementing strategies for enhanced linkages between the Temporary Assistance for Needy Families program and the public workforce system, including Workforce Innovation in Regional Economic Development (WIRED) and other emerging regional economies; and partnering with ETA’s Office of Financial and Administrative Management and Office of Performance and Technology to document ETA's budget formulation process and develop the agency budget. The OPDR Technical Assistance and Supportive Services Contract supports OPDR in the areas of budget development, policy and legislative analyses, and management of the ETA Advisory System. Activities undertaken as part of this support include but are not limited to materials development, report writing, detailed policy and legislative analyses, and advisory system management. All contractors responding to this announcement must demonstrate their experience in the aforementioned work. Pertinent factors for consideration of capability are: (1) a minimum of five years experience in policy and legislative analyses of workforce investment programs; (2) a minimum of five years experience developing Federal budget narratives and materials; (3) a minimum of five years experience in preparing congressional testimony and briefings related to workforce investment systems; and (4) experience managing a Federal advisory system, including dissemination of advisories through the GovDelivery system. Responses are due June 19, 2009 by 4 p.m. EST. Electronic copies of capability statements are preferred and may be emailed to matz.jillian@dol.gov. The response must be specific to each of the qualifications listed above to show that the respondent has the skills and experience. The submittals shall not exceed 10 pages, TOTAL.
