- The Army Contracting Command (ACC) Joint Munitions & Lethality Life CycleManagement Command is conducting a market survey to identify potential sources that have the capability to provide engineering support to the Future Concepts Division (FCD) located at Picatinny Arsenal, NJ 07806-5000. Potential candidates should provide a capabilities statement, brochures and other pertinent information that evidences expertise in the following areas: A) Insensitive Munitions: Prepare qualitative Threat Hazards Assessments,prepare IM test matrices, test technical approaches, and test plans, identify the testing path for Full Materiel Release and Urgent Materiel Release and Hazard Classification test plans. B) Log System Hardware Development: Provide engineering support for the development and integration of logistics hardware enablers to include battlefield rearm, intermodal concepts and performance specifications from tactical storage through loading munitions into any weapons system. C) Logistics System Software Development: Provide computer science support for the development of dashboard metrics and IT intelligent agent assessment decision aids using emerging and legacy information systems. Decision aid algorithms for situational awareness of class V assets, dynamic planning of tactical assets, condition based maintenance for inspection procedures and resupply activities. D) Logistics Analysis: Provide engineering support using discrete even simulation techniques to assess CONUS and OCONUS logistics nodes, modes of transportation, tactical packaging, handling, storage, transportation and distribution of ammunition and other critical supplies to the war fighter. E) Systems Engineering: Provide systems engineering support in the development of all system engineering artifacts in the areas of design, development and transition of proposed logistics hardware and software concepts. F) Ammunition Logistics R&D Strategic Plan: Provide engineering support for the preparation of the Ammunition Logistics R&D Strategic Plan, Implementation Plan, and related prioritization and implementation efforts. G) RDT&E for Distribution of Arms, Ammunition and Explosives: Provide engineering support to the development of business rules for how the Single Focal Point of RDT&E for Distribution of Arms, Ammunition and Explosives will perform and interact with RDT&E stakeholders and maintain a business best practices approach to sharing information on RDT&E initiatives. It is requested that potential sources provide the above-mentioned information along with the firms name and address, point of contact with telephone number and email address, and size of business (small/large). The Government is not obligated to notify respondents of the results of this survey.
