- Design/Bid/Build Repairs and Additions to Buildings 141 and 156 Place of performance: Naval Base New London, Groton, CT Issued by: NAVAL FACILITIES ENGINEERING COMMAND, MID-ATLANTIC, ACQUISITIONS DEPARTMENT, 9742 MARYLAND AVENUE, NORFOLK, VIRGINIA 23511-3095 This is a Sealed Bid solicitation for the Design/Bid/Build Repairs and Additions to Buildings 141 and 156 at the Naval Base New London in Groton, CT. This solicitation is 100% SET ASIDE FOR SMALL BUSINESS CONCERNS. All Service Disabled Veteran (SDV) small businesses certified HUBZone small businesses, certified 8(a) small businesses, and other certified small businesses are encouraged to respond. Large Business proposals will not be considered. Project Description: The contractor shall provide all labor, supervision, materials, equipment, tools, parts, supplies and transportation to perform all work described in the specifications. This contract will provide design/bid/build construction for building 141 replace the HVAC system with a chilled water system, providing electrical upgrades, restoring interior walls, finishes and lighting, restoring restrooms, creating an ADA accessible facility and provide exterior repairs. The project will provide an addition using steel frame construction to support the technical/research library. The addition and renovated facility will be fully sprinkled. Building 156 replace the HVAC system with a chilled water system, providing electrical upgrades, restoring interior walls, finishes and lighting, restoring doors and ceiling, restoring restrooms, creating an ADA accessible facility with an elevator and connector to building 141 and provide exterior repairs. The project will provide an addition to the building using concrete foundation and steel frame construction to expand submarine medicine research and provide conference facilities. There will be three options. Options one will be to replace the windows in Building 141. Option Two will be to replace the windows in Building 156. Option three will consist of all work in connection with the purchase and installation of the Furniture, Fixtures & Equipment (FFE).All work must be completed and ready for use not later than 555 calendar days after notice to proceed.The estimated construction cost for this project is between $5,000,000.00 and $10,000,000.00.The Invitation for Bid (IFB) will be issued in July 2009. The solicitation will close and Bids will be opened in August 2009. The solicitation will be listed as N40085-09-B-7047 on Naval Electronic Commerce Online (NECO), https://www.neco.navy.mil The North American Industry Classification System (NAICS) Code for this project is 236220 with a size standard of $33.5M.
