- See attached solicitation document. Award will be made to the Offeror that meets the solicitation's minimum criteria for technical acceptability. FISC San Diego intends to negotiate and award on a sole source basis in accordance with FAR 6.302 to one of the three following contractors: Ceradyne, Inc., or Leading Technology Composites, or BAE Systems. The Navy requires standardization of tactical personal protective equipment. Naval Sea Systems Command (NAVSEA) has issued a comprehensive list of approved Body Armor Systems for Navy personnel to use. The list identifies manufacturers and products that meet government/military ballistic protection needs. Manufactures on these lists have been examined by NAVSEA and satisfy the Navy's requirements. As result, the Navy has limited the procurement of protective body armor gear to limited sources of supply. NAVSEA established a pre-qualified listing of approved Body Armor Systems that have been cleared for unrestricted use at identified protection levels. At this time, only ESAPI and ESBI plates manufactured by Ceradyne, Inc., Leading Technology Composites, or BAE Systems are authorized for use by the Department of the U.S. Navy. No other armor system is authorized for use by Navy EOD personnel. This purchase is for replacement of depleted stock and must be the same type a! s is authorized. The Government has a need to procure armor vest inserts for existing armor carriers. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in responding to this notice; however, interested parties may identify their interest and capability to meet the requirements by submitting a white paper, technical data for the item, and past performance data no later than 3:00pm PST on June 17, 2009. All documents should be submitted to Anastasia Pentzakoff, Contract Specialist, Fleet Industrial Supply Center San Diego at anastasia.pentzakoff@navy.mil, under referenced solicitation N00244-09-T-0433 in the subject line. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note 22. Oral communications are not acceptable in response to this notice.
