Description
The USDA Forest Service, Boundary and Title Management Zone are seeking Architect and Engineering (A/E) services for professional land surveying on an indefinite delivery/indefinite quantity basis. Boundary and Title Management will cover Idaho, Nevada, Utah and Western Wyoming. Three (3) Firms will be selected for the Nevada zone, three (3) firms will be selected for Idaho, three (3) firms will be selected for Utah, and one (1) firm will be selected for western Wyoming. The anticipated work for the land survey services will include the following: Indefinite quantity contract for cadastral surveys and engineering surveys which may consist of but is not limited to: GPS control surveys; site surveys; site stakeout; topographic surveys; section subdivision; rights of ways; Recovery of PLSS corners; Remonumentation of PLSS corners; monumentation of new and/or lost comers; retracement of H.E.S. surveys and mineral surveys; PLSS surveys marking and posting of National Forest Boundary; surveys marking and posting Wilderness Boundary; maintenance of previously marked boundary; Record of Survey plats and other drafting; Corner Perpetuation and Filing (CP&F) forms and corner search recordation forms. These services are to be provided on a firm-fixed price task order basis for each of the four (4) geographic areas: Nevada, Idaho, Utah and Wyoming. Firms should indicate which geographic area they are applying for and may apply for any or all areas if State licensing requirements are met. In evaluating the proposals, the following criteria shall be applied: (1) professional qualifications necessary for satisfactory performance of required services; (2) specialized experience and technical competence in the type of work required; (3) capacity to accomplish work in the required time; (4) past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules; (5) location in the general geographical area of the project and knowledge of the project locality; (6) surveying methodology and instrumentation proposed; (7) quality control methods, review, and accuracy checks to be used. Each proposal will need to include a recent recorded or filed Record of Survey plat that demonstrates cadastral survey experience. Based upon the established criteria, an evaluation panel will select qualified firms for each of the four geographic areas. Individual site-specific contracts will then be negotiated with the firms selected for each geographic area. The cumulative amount of all delivery orders under each contract is estimated not to exceed $1,000,000. per contract year with a $3,000 minimum; and each delivery order is estimated not to exceed $500,000. The term of these contracts shall be base year (1) year with four (4) additions one year options.
