- Description: CONTRACT INFORMATION: This solicitation is for design and construction phase commissioning support services for the Hospital Replacement project at Fort Riley, Riley County, Kansas 66442. The estimated magnitude of the construction project is between $250 million dollars and $500 million dollars. This contract is being procured in accordance with the Brooks Architect-Engineer (A-E) Act as implemented in FAR Subpart 36.6. An A-E Firm will be selected for negotiation based on demonstrated competence and qualifications for the required work. The Government intends to negotiate a 5 year (Base with four option years) Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) type contact with a dollar capacity of $6 million. ARCHITECT-ENGINEER (A-E) SERVICES INCLUDING BOTH DESIGN AND CONSTRUCTION PHASE SUPPORT SERVICES are required for: The general scope of this effort is to provide the Government Construction Management staff with a selected range of A/E services, primarily focusing on the commissioning process for the replacement hospital project. The A-E Commissioning Support Services shall include all personnel equipment and materials needed to support the Government in verifying contract compliance regarding the design and construction phases of total building commissioning. The Designer of Record (DOR) is under separate contract with the Government and is responsible for preparing a commissionable design. Total Building Commissioning will be performed by the construction contractor who is also under contract with the Government. Commissioning Support Focus Areas include, but are not limited to the following: "HVAC Systems (All including building automation system) "Normal Electrical Power Systems "Emergency Power Systems "Fire Alarm Systems "Security Systems "Building Communications Systems "Central Energy Plant "Steam Generation "Medical Gas Systems "Elevators "Lighting Systems "Smoke Control Systems "Special Architectural Envelope Integrity "Selected Plumbing Features All responders are advised that this requirement may be cancelled or revised at any time during the solicitation, evaluation, selection, and negotiation. Final award date may vary and final completion date may vary. The Design and Construction Contracts for the replacement hospital are in place and design work is underway, with an anticipated construction start date in October 2009. The project is being executed using the Early Contractor Involvement delivery method which is decribed below. The Government reserves the right to request similar commissioning support services at other locations within the Northwestern Division boundary of USACE and on projects other than the Fort Riley Replacement Hospital. NOT A SET-ASIDE ACQUISITION. This announcement is open to all businesses regardless of size. The North American Industry Classification System (NAICS) code for this action is 541310. The Small Business size standard for this effort is based on the average annual receipts for the preceding three (3) fiscal years. A business IS SMALL for this effort if its average annual receipts DO NOT EXCEED $4.5 million. Large businesses firms selected for negotiations will be required to submit a detailed subcontracting plan specific to the subcontracted work (compliant with FAR 52.219-9). If the selected firm intends to submit a plan with lesser goals, it must submit written rationale in the plan why the above goals cannot be met The subcontracting goals for this A-E contract are as follows: a minimum of 70% of the contractor's intended subcontract amount be placed with Small Business (SB) including a minimum of 6.2% for Small Disadvantaged Business (SDB); 7% for Women-Owned Small Business (WOSB); 9.8% for HUBZone Small Business; 0.9% for Service-Disabled Veteran-Owned Small Business; and 3.0% for Veteran-Owned Small Business. Selection of A-E firms is NOT based upon competitive bidding procedures, but rather upon the PROFESSIONAL QUALIFICATIONS necessary for the performance of the required services per FAR 36.602-1. PROJECT INFORMATION: The Hospital Replacement project is a large scale medical facility at Fort Riley, Kansas. The project includes, but is not necessarily limited to: a 263,000 SF in-patient Community Hospital, a 289,000 SF out-patient Clinic, a central energy plant, an ambulance garage, a lighted Helipad, special foundations, total building commissioning, and building information systems,. Supporting facilities include utilities (electric service, water, sewer, gas, HVAC, steam and/or chilled water distribution), paving, parking, parking lot lighting, walks, curbs and gutters, access roads, site improvements (landscaping, storm water management, erosion control), minimum DoD antiterrorism force protection (ATFP) measures, building information systems, and access for individuals with disabilities. The project will include Intrusion Detection System(s) (IDS) and connection to the central monitoring system. The building will be equipped with an Energy Monitoring and Control System (EMCS) with a connection to the Installation EMCS and the Medical EMCS. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct 2005) features will be included. The project will be designed and constructed to qualify for, as a minimum, the Silver rating as defined by the U.S. Green Building Council Leadership in Energy and Environmental Design (LEED) Green Building Rating System for New Construction and Major Renovations, Version 2.2. Designs will be developed using BIM. BIM must be compliant with the latest version of the Industry Foundation Classes (IFC) as established by the International Alliance for Interoperability (IAI). The DOR will include Evidence Based Design, fire protection and alarm systems coordinated with the Mass Notification system. Coordination with the installation physical security plan for inclusion of all physical security measures and all required antiterrorism protection measures will be required of the DOR. Project will be designed in accordance with: Unified Facilities Criteria (UFC) 4-510-01 (formally Military Handbook 1191), Design: Medical Military Facilities; NFPA 101; NFPA 99; Americans with Disabilities Act/Architectural Barriers Act Accessibility Guidelines (ADA/ABAAG); UFC 4-010-01, DoD Minimum Antiterrorism Standards for Buildings. The design will be prepared using the English system of measurement. The design review comment process will use the Corps of Engineers Design Review and Checking System (DrChecks). The Kansas City District is using the Early Contractor Involvement (ECI) delivery method for the execution of this project. The use of ECI requires collaboration between the DOR, Customers, and the Construction Contractor during the design phase of the project. Collaboration between the DOR and the ECI construction contractor allows for the incorporation of key comments from the Government, user, certifying agencies and construction contractor in finalizing the design product. The ECI contractor employees will be providing constructability and pricing input to the design team. This project will require fast-tracking and the DOR will be required to achieve a schematic design by June 2009 and the final design in phased packages by September 2010. 3. SELECTION CRITERIA: The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). Criteria A through E are primary. Criteria F through G are secondary and will be evaluated but not rated unless there is a tie among technically equal firms. A. SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE of the firm and consultants in the categories listed below. For a project in Section F of the SF 330 to count as relevant experience under these evaluation subfactors, the project must have been commissioned by the firm, and be complete with all systems fully commissioned. Projects not yet commissioned will not be considered as relevant experience. Projects consisting only of planning Charrette, design Charrette, and/or the preparation of design-build request for proposal documents will not to be considered as relevant experience. Projects shown to contain complex or unique mechanical, electrical and controls features will receive higher ratings. Projects completed before January 2002 will not be considered. Projects completed since January 2005 will receive higher ratings. The basis of the evaluation will be the information in Section F of the SF 330. 1.Experience in total building commissioning of medical facilities greater than 200,000 SF 2.Experience preparing commissioning specifications defining both the minimum construction phase commissioning requirements and detailed requirements for specific systems, and the commissioning plan in accordance with ASHRAE Guideline 0. 3.Experience in the commissioning of HVAC, electrical power, and fire alarm systems for large complex projects 4.Experience conducting/documenting Functional Performance Tests (FPTs) 5.Field experience in the operation and troubleshooting of electrical power systems including emergency power generation and load shedding equipment, mechanical systems and energy management and control systems 6.Experience in design, operation and configuration of digital control systems for HVAC equipment and electrical power equipment controls 7.Experience in monitoring and analyzing systems operation using energy management and control system trending and stand-alone data logging equipment. B. QUALIFIED PROFESSIONAL PERSONNEL QUALIFICATIONS: Qualified currently licensed/registered professional personnel, either in-house or with consultants, in the following key disciplines: fire protection engineering; mechanical engineering; electrical engineering; total building commissioning, and communications engineering. Resumes contained in Standard Form (SF) 330 Architect-Engineer Qualifications, PART 1, Section E, Page 2 shall be submitted for each discipline. Resumes in excess of three per discipline will not be considered. Resumes shall not exceed two pages. Availability of an adequate number of personnel in the key disciplines shall be presented to insure that the firm can meet the potential of working on multiple tasks. The evaluation will consider education, training, license/registration, overall and relevant experience and how recent the experience is. (1)The fire protection engineer shall be registered as a professional fire protection engineer with a minimum of five years of experience dedicated to fire protection engineering including a minimum of three years of experience in the design of medical facilities. Resumes shall illustrate the extent of the engineers experience in the following areas: testing of fire protection systems; interpretation and application of NFPA 101 and/or life safety requirements of model building codes; and design and/or review of fire suppression systems and fire alarm systems including review of shop drawings and sprinkler system hydraulic calculations. (2)The electrical engineer shall have a degree in electrical engineering; shall be a registered professional electrical engineer with at least five years of experience in the design of medical facility low voltage normal and emergency power systems, lighting systems and medium voltage distribution systems; with at least three years of total electrical design responsibility for medical facilities. Resumes shall illustrate the extent of the engineers experience in the following areas: start-up and testing of emergency generation plants; and design of medium voltage distribution systems (15KV), including network type electrical substations and switching stations. In the event that one electrical designer does not meet the requirements above then the offeror may submit a designer meeting the medical facility requirements and a separate designer meeting the medium voltage distribution system requirements. (3)The communications engineer shall have a degree in electronics engineering or electrical engineering; shall be a Registered Communication Distribution Designer (RCDD) with at least five years of experience in communications design including at least three years of experience in the design and testing of communications systems for medical facilities. (4)The total building commissioning specialist shall have a degree in mechanical or electrical engineering; at least five years experience in the commissioning of HVAC, electrical power, and fire alarm systems for large complex projects; at least three years of experience in the total building commissioning of medical facilities of a scope and complexity similar to the Replacement Hospital project. Resumes shall illustrate the extent of the Commissioning Specialists experience in the following areas: field experience in the operation and troubleshooting of electrical power systems including emergency power generation and load shedding equipment, mechanical systems and energy management and control systems; testing and balancing of air and water systems; design, operation and configuration of digital control systems for HVAC equipment and electrical power equipment controls; and monitoring and analyzing systems operation using energy management and control system trending and stand-alone data logging equipment. (5)The mechanical engineer shall have a degree in mechanical engineering; shall be a registered professional mechanical engineer with at least five years of experience in the design of medical facilities. Resumes shall illustrate the extent of the engineers experience in the following areas: systems supporting outpatient, medical-surgery, operatory, intensive care, laboratory, isolation and immune deficient space requirements; and familiarity with industry codes, criteria, guidance and standards. C. PAST PERFORMANCE on DoD and other contracts with respect to (1) quality of work, (2) cost control, and (3) compliance with performance schedules as determined from references, other sources, and the Architect-Engineer Contract Administration Support System (ACASS). Letters of commendation from customers addressing your firms cost control, quality of work and schedule compliance capabilities may be included in Section H of the SF 330. Letters should be for projects of a similar nature or complexity and shall be no older than three years to be considered. D. QUALITY MANAGEMENT PROCEDURES. Describe the firms quality management procedures (address in Section H of the SF 330). The evaluation will consider quality control coordination between disciplines, subcontractors, and consultants and quality control procedures (type and timing of reviews). Include information on processes that the firm will employ to provide timely and effective support of the Governments contract administration efforts. Include prior experience of the prime firm with consultants on projects of similar scope and complexity. A detailed quality control plan is not required with this submission but will be required subsequent to award of a contract. Section H is limited to 5 pages in length. E. CAPACITY TO ACCOMPLISH THE WORK. Capacity to provide commissioning focused design review and construction phase support services with a minimum number of personnel as indicated for each discipline: fire protection engineering (1); electrical engineering(2 plus 1 additional allowed if submitting a separate designer for medium voltage distribution system requirements); communications engineering(1); total building commissioning(2); and mechanical engineering(2). The evaluation will look at numbers listed in Part II of the SF330 to evaluate the overall capacity of the team. Include a Part II form for each firm that is part of the proposed team. F. VOLUME OF DoD A-E CONTRACT AWARDS in the last twelve (12) months, with the objective of effecting an equitable distribution of DoD A-E contracts among qualified firms, including SB and SDB firms. Firms shall clearly state the amount (dollar volume/contract value) of awarded task orders/contracts that they have been issued in the past twelve months. Identify the DoD agency that awarded the task orders/contracts. Only include/identify actual task orders/contracts for work, do not include IDIQ contracts that you have not been issued task orders. G. (Applies only to Large Business Firms) SMALL BUSINESS, SMALL DISADVANTAGED BUSINESS, AND WOMEN-OWNED SMALL BUSINESS PARTICIPATION: Extent of participation of SB, SDB, WOSB, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort. 4. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit ten (10) completed paper copies of their SF 330 (Architect-Engineer Qualifications) to U.S. Army Corps of Engineers, Kansas City District, ATTN: CECT-NWK-M /Shem Yusuf, 757 Federal Building, 601 East 12th Street, Kansas City, Missouri 64106-2896 not later than 1:00 P.M. Central Time on 09 July 2009. LIMIT EACH COPY OF THE SF 330 TO A TOTAL OF 75 PAGES. Pages in excess of 75 per copy of the SF 330 will NOT be considered. Regulation requires that the Selection Board not consider any submittals received after this time and date. Late proposal rules in FAR 15.208 will be followed for submittals received after 1:00 P.M. Central Time on the closing date specified in this announcement. Facsimile transmissions will not be accepted. SF 330 6/2004 edition must be used, and may be obtained from the Government Printing Office or from the following website: http://contacts.gsa.gov/webforms.nsf/22f268ed0a398629852569a4006ed7cc?OpenView&Start=30. When completing the SF330 use no smaller than font size 12. A Part II of the SF 330 is required for each branch office of the prime firm and any subcontractors that will have a key role in the proposed contract. This is not a request for proposal. 5. QUESTIONS: Solicitation packages are not provided and no additional project information will be given to firms during the announcement period. Phone calls to discuss the solicitation are discouraged unless absolutely necessary. Personal visits for the purpose of discussing this solicitation are not allowed. 6. ELIGIBILITY: CCR requirements: To be eligible for contract award, a firm must be actively registered in the Central Contractor Registration (CCR) system, including creation of an MPIN number. Registration instructions maybe obtained, and online registration may be accomplished at www.ccr.gov or by calling Registration Assistance Center at 1-888-227-2423. By submitting an offer, the offeror acknowledges the requirement to be registered in the CR database prior to award, during performance, and through final payment of any contract resulting from the solicitation. Refer to CCR clause 252.204-7004. Prospective contractors must be registered with CCR prior to award of any contract. ORCA requirement: There is a new federal initiative called Online Representations and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collection, storage, and viewing of many of the representations and certifications required by the Federal Acquisition Regulations (FAR) and previously found in Section 00600 of construction solicitations. According to FAR case 2002-024, vendors are required to use ORCA beginning 01 January 2005. To be eligible for a contract award and prior to submitting an offer, a firm must be registered in the database. Please register your Representations and Certifications at https://orca.bpn.gov/. VETS-100 Requirement: Per Federal Acquisition Regulations (FAR) part 22.1303 all firms must complete their VETS-100 report via the Department of Labor website at https://vets100.vets.dol.gov/ to be eligible for award.
