- This Purchase Description outlines the performance and physical specification of the system as well as any other possible requirements for this possible procurement. THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. THIS REQUEST IS FOR PLANNING PURPOSES, AND DOES NOT CONSTITUTE AN INVITATION FOR BIDS, A REQUEST FOR PROPOSALS, A SOLICITATION, A REQUEST FOR QUOTES, OR AN INDICATION THE GOVERNMENT WILL CONTRACT FOR THE ITEMS CONTAINED IN THIS NOTICE. THE GOVERNMENT DOES NOT REIMBURSE RESPONDENTS FOR ANY COST ASSOCIATED WITH SUBMISSION OF THE INFORMATION BEING REQUESTED OR REIMBURSE EXPENSES INCURRED TO INTERESTED PARTIES FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS. The Space Development and Test Wing located at Kirtland AFB is looking for possible source to manufacture a fully mature, commercial Gyro-stabilized Antenna Motion Test Platform System to include the motion table, software package, commercial operating manual, installation and training to allow for validation of the proper stabilization functions of the Space Test Operation Squadron’s (STOS) ocean going gyro-stabilized antenna system. This motion table system shall be capable of testing S-Band Transportable Ground System Ocean Going 1/Ocean Going 2 (STGS O1/O2) antenna systems to be accepted through an Engineering Review Board (ERB) for various missions. The motion table/platform system will be used to support any of the ocean going missions to simulate “at sea” environments for gyro-stabilized antennas. The existing capability gap is that there is no organic capability to verify that the gyro-stabilization hardware and software will properly track satellite booster vehicles and Low Earth Orbit (LEO) satellites under varying levels and degrees of sea roll/pitch/yaw, also referred to as sea states. The inability to simulate rigorous operational settings prior to missions reduces Mobile Range Flights (MRF) sea based capability by 50%. The goal of the procurement of this motion table is to successfully test the ocean going antenna system for operational readiness and to determine antenna stabilization thresholds under various sea state conditions. The item provided must meet or exceed (Within the thresholds) the performance and physical standards listed in the attached purchase description. Interested parties are invited to submit a Statements of Capabilities (SOC) which includes the following information: 1) Company name, mailing address, points of contact, telephone numbers and e-mail addresses, 2) Business size classification, Large, Small, or Other along with cage code if available, 3) A brief overview of experience in the manufacture of exact or similar technologies, and 4) Product description with performance and physical parameters and a statement regarding current availability or average delivery time.
