Description
Special Notice DARPA-SN-09-43: Enabling Stress Resistance Proposer's Day Workshop; DATE: July 1, 2009; REGISTRATION DEADLINE: June 23, 2009; TECHNICAL POC: Dr. Amy A. Kruse, DARPA/DSO, Email: amy.kruse@darpa.mil; URL: www.darpa.mil/dso; Website Submission: https://dsobaa.sainc.com/ In anticipation of a potential program on the topic of Enabling Stress Resistance, DARPA is hosting a Proposer's Day Workshop that will provide critical information on the program vision milestones, and opportunities associated with the development of an interdisciplinary team. The workshop will be held on July 1, 2009 in La Jolla, CA. DARPA is seeking innovative approaches for creating a comprehensive, quantitative description of the impact of stress on the brain. This effort seeks to leverage cutting-edge technologies and recent advances in molecular neurobiology, neuroimaging and molecular pathway modeling as applied to animal models of acute and chronic stress. The objective of the effort is a proactive approach to stress mitigation, starting with development of a comprehensive understanding of the complex effects of multiple stressors on the brain. The program's ultimate goal is the development and implementation of cognitive, behavioral and/or pharmacological interventions that will prevent the deleterious effects of stress on the brain. DARPA envisions the creation of molecular mechanism ‘teams' of researchers for a thorough investigation into the multiple pathways involved in the brain's response to acute and chronic stress as well as physical, social, cognitive and affective stressors. Although motivation for the effort is derived from stresses associated with the operational environment, this effort will involve animal systems only. Recent technological developments in neuroscience present the opportunity for these challenges to be addressed as never before. Cutting edge molecular biological techniques coupled with in-vivo measurement technologies may allow for manipulation of the stress pathways and behavioral analysis in real-time. These powerful tools allow assessment of the effects of stress with extreme temporal and anatomical precision. The initial phase of the effort will also include a prediction/validation step which will require modeling and simulation capabilities in addition to the research efforts required to meet the program metrics. DARPA anticipates that a highly interdisciplinary team, potentially composed of industry, small business, and academia, will be required to span the technical breadth of the program. Specifically excluded is research aimed at targeting a single molecule in response to a single stressor in an animal model. DARPA knows of no one molecular target that has been proven to fully alleviate stress induced cognitive dysfunction and illness in animals, thus, a comprehensive approach is necessary. The teaming and information session will be held at the Estancia La Jolla Hotel, 9700 N. Torrey Pines Road, La Jolla, CA, 92037 on July 1,2009 from 9:00AM ET until 5:00PM ET. The goals of the teaming and information session are: (a) to introduce the research community (industry, small business, academia, and Government) to the Enabling Stress Resistance program vision and goals; (b) to explain the mechanics of a DARPA Program and the milestones and metrics of this particular effort, and (c) to encourage and promote teaming arrangements among potential organizations that have the relevant expertise, facilities, and capabilities for executing a research and development program responsive to the Enabling Stress Resistance program goals. The teaming and information session will include overview presentations by Government personnel and a poster session to facilitate interaction and team building among the teaming and information session participants. Additionally, a teaming website is provided to facilitate these interactions and can be found at http://www.sainc.com/ESRTeaming. Potential participants should note that formation of teams with sufficient expertise to address all technical areas, which will be detailed in an impending BAA, will be critical to the success of the program. DARPA will not be funding efforts that address only a subset of the challenges listed in the BAA. Appropriate teaming will be a critical element in responding to the DARPA Enabling Stress Resistance solicitation. Enabling Stress Resistance Proposer's Day Workshop participants are strongly encouraged to prepare posters describing areas of capabilities in order to facilitate communications, interactions, and teaming discussions during the poster session. Workshop details including registration, poster session, meeting location, and lodging are given on the Enabling Stress Resistance registration website at http://www.eventmakeronline.com/dso/view/index.asp?meetingid=681. There is no fee for the Enabling Stress Resistance Proposer's Day Workshop. Registration is limited by the venue capacity (maximum of 100 attendees, no more than 3 attendees per organization) and early registration is strongly recommended. The registration cutoff date is June 23, 2009, or at attendance capacity, whichever comes first. Further administrative information is available from Ms. Grace Rigdon (Grace.Rigdon.ctr@darpa.mil). Additional technical information can be obtained from Dr. Amy Kruse (Amy.Kruse@darpa.mil). Please refer to the Enabling Stress Resistance Proposer's Day in your correspondence. This announcement is not a request for proposals; any so sent will be returned. Nor does this announcement guarantee any funding should a Broad Agency Announcement be published related to these workshops.
