- This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the only solicitation;offers are being requested and a written solicitation will not be issued. This notice is being issued as a Request for Quotations (RFQ)] for: Etching of SiC Textile Ceramic Matrix Composite BackgroundThere is growing need to integrate sensors into the materials that are used to line theinner sections of aero-engine (rotary and jet) compressors and combustion chambers. Thisis for the purpose of close proximity real time sensing of aero- and thermo-dynamicphenomena that is occurring within that environment. By sensing in real time thesechanges (e.g., pressure and temperature perturbations) it would become possible to usesuch information to improve engine performance, increase safety, and reduce the level ofundesirable combustion by-products. The use of silicon carbide textile ceramic matrixcomposite as part of the engine liner component poses a challenge for sensor integrationby way of embedding. This is because the microfabrication process for this material isnot fully developed. There needs to develop the batch microfabrication process technologythat would then allow the embedding of array of sensors into cavities that are etched inthe SiC composite material. Initial attempts have been relatively successful.However,more work needs to be done in the area of batch microfabrication using, preferably, theplasma reactive ion etching process.STATEMENT OF WORK AND SPECIFICATIONS:A minimum of three (3) substrate samples of SiC textile ceramic matrix composite havingdifferent patterns of electroplated nickel on them would be delivered to the vendor.The vendor:Shall etch by reactive ion plasma not less than 150 microns into the SiC TextileCeramic Matrix;Shall ensure that the etched bottom surface is within a roughness of +/- 10microns (RMS);Shall ensure that the edge wall angle be no more than 10 degrees outward. Shall ensure that delivery of first etched substrate sample out of the three beno later than one month of receipt of substrate sample(s).The provisions and clauses in the RFQ are those in effect through FAC 2005-31. All responsible sources may submit an offer which shall be considered by the agency. Delivery of the item shall be to the NASA Glenn Research Center, 21000 Brookpark Road,Cleveland, Oh 44135. The DPAS rating for this procurement is DO-C9. Offers for the items(s) described above are due by June 26, 2009, COB, and may be emailedto Sandra.A.Brickner@nasa.gov or faxed to (216) 433-5489 and must include, solicitationnumber, proposed delivery schedule, discount/payment terms, warranty duration, taxpayeridentification number (TIN), CAGE code, DUNS Number, identification of any specialcommercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (SEPT 2006), Instructionsto Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in theclause entitled "Buy American Act -- Supplies," the offeror shall so state and shall listthe country of origin.
