Description
The U.S. Department of Commerce, NOAA, intends to solicit for purchase of 20 each of the Wattmeter, Indicator, Bargraph, Current, Otek Corporation P/N H1Q101093933 (9=1.0 MADC), National Weather Service, Radar Operations Center (NWS/ROC) P/N 22000303-201, NSN: 6625-01-304-2441; ASN: R400-3A1M1. This item is being purchased for the National Weather Service (NWS), NEXRAD program, to be delivered to the National Logistics Support Center, Kansas City, MO. The intended procurement is for supplies for which the Government intends to acquire under the guidelines of FAR Part 12, Commercial Items. BACKGROUND: The bargraph ammeter is a piece of installed equipment that was specified in the original design of the WSR-88D (Weather Service Radar). Initially, there were meters manufactured by three (3) vendors that met the requirements of the WSR-88D. However, the availability of these items has continued to decrease over the years. In June, 2008, the ROC evaluated potential products that could continue to support the NWS requirement. The Otek part was the only suitable substitute identified. SPECIFIC TECHNICAL FEATURES: Since this an installed instrument, the physical dimensions and connections are as critical to compatibility with the WSR-88D system as are the performance characteristics. The specific parameters for this application include: input power, power consumption, resolution, segments of resolution, linearity, input impedance, response time, overload tolerance, specified set points, alarms, connectors, and switch ranges. These special characteristics flow down from the WSR-88D specifications to ROC Drawing 2200303, Rev B. The NWS performed a market research and found all but the Otek part was eliminated by comparison to specified requirements. The Otek part was validated in testing at the ROC facility. The only alternative that could be taken to remove or overcome barriers to competition would be to compete new designs. However, the use of another manufacturer's bargraph ammeter would require extensive testing at the Government's expense whose costs could not be recovered by the difference in competitive pricing versus sole source. This is not a request for proposals and there is no solicitation available at this time. The anticipated award date shall be within 10 calendar days after the date of this publication. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, furnish detailed information concerning their capability to provide this product.
