Description
The Contract Award will be made using Competitive Proposal negotiation procedures for achieving the "Best Value" to the Government through the Source Selection (Tradeoff) Process, and will be made to the offerer whose Proposal meets the Government's needs in the most effective, economical, and timely manner. This source selection will be conducted in accordance with procedures prescribed in FAR Part 15. This means that award may not necessarily be made to the lowest priced offerer, even if technically acceptable. Furthermore, award may not necessarily be made to the offerer rated the highest in the non-cost areas, if the perceived advantages are considered not worth the cost premium. In selecting which Proposal represents the "Best Value", the Contracting Officer will consider the technical evaluation criteria and relative importance. Using this as a guide, the Contracting Officer shall determine which Proposal overall represents the "Best Value" to the Government by comparing the technical and the cost advantages and disadvantages of all the Proposals. The Contracting Officer will use a trade-off process to determine which offer represents the best value to the Government. This process allows the Contracting Officer to consider making award to other than the lowest priced offer or other than the highest technically rated offer. All evaluation factors other than price, when combined, are significantly more important than price.
