- Description
- The Department of Homeland Security, Federal Law Enforcement Training Center (FLETC), has a requirement to purchase On-Line Law Enforcement Training Subscriptions through a vendor hosted Learning Managment System. This requirement will be awarded as an Indefinte-Quantity/Indefinte-Delivery contract. Each Subscription shall allow unlimited access to On-Line Law Enforcement Courses, currently offered by the vendor, for a period of one year; the estimated quantity of annual subscriptions will be 500 Each. The contractor will be responsible for providing all on-line Law Enforcement courses, registering eligible Rural Law Enforcement Officers, providing training and technical support for on-line services, and ad hoc reporting capabilities. All courses provided by the contractor's Learning Management System must comply with Section 508 and the Shareable Content Object Reference Model (SCORM) requirements. A Request for Proposal (RFP) will be issued, on or about, June 20, 2009; the anticipated award date for this requirement is July 15, 2009. The RFP will be issued in accordance with FAR Part 12 and FAR Part 15. This requirement is a 100% Small Business Set-Aside in accordance with FAR 52.219-6 Notice of Total Small Business Set-Aside. Potential offerors are hereby notified that the solicitation and subsequent amendments to the solicitation will only be available on www.fbo.gov. All responsible contractors, meeting the stated requirements, may submit a proposal which shall be considered by the agency. By submitting a proposal, offerors will be self-certifying that neither the requestor or principle corporate officials and owners are currently suspended, debarred, or otherwise ineligible to received contracts from a federal agency. Through it's submission, the offeror acknowledges the requirement that a prospective awardee must be registered in the Centeral Contractor Registration (CCR) database prior to award, during performance, and through final payment of any contract awarded pursuant to the solicitation. Lack of registration in the CCR will make a vendor ineligible for award. Vendors may obtain information on registration and annual confirmation requirements at www.ccr.gov.
