Description
This announcement is to Small Business, Small Disadvantaged Business, Women-Owned Small Business, HUBZone, Small Business, Veteran-Owned Small Business, and Service-Disabled Veteran-Owned Small Business concerns that may be interested in performing a contract for the Mid-Pacific Region of the Bureau of Reclamation. The work to be performed is described below. Based upon response to this announcement, the Government may determine to set this acquisition aside or proceed with an unrestricted solicitation. The applicable North American Industry Classification System Code (NAICS) is 541519 and the related small business size standard is $7 million. This notice is not a request for proposal and the information presented in this announcement will not obligate the Bureau of Reclamation in any manner. Interested parties should include the following information in their response: (a) Business name, address, cage code, size classification based on NAICS size standard, socioeconomic classification (i.e. HUBZone and/or 8(a)), and a point of contact; (b) A positive statement of your intention to submit an offer for this solicitation as a prime contractor; (c) Evidence of your experience performing work similar in type and scope to the work in this announcement within the last five years. The evidence should include: contract numbers, project titles, dollar amounts and points of contacts with telephone numbers. Please do not include more than three past projects; and (d) Include attachments cataloging the company's equipment assets, personnel resources and financial resources that demonstrate company responsibility and capability to perform required work.(e) If bonding is required, also provide evidence of your bonding capacity; All interested parties are encouraged to respond to this notice, by e-mail to smuradyan@usbr.gov no later than the close of business on 06/16/2009. The information provided in this announcement is all information the Government has available at this time. There are no specifications, drawings, bid packages, or source lists available. The principal components of the work to be performed include: This requirement is for a Base, and 4 Option Years. The United States Bureau of Reclamation Mid Pacific Region (Bureau) requires its urban and agricultural water supply service contractors (Users) to prepare and implement a Water Management Plan every five years with an annual update as required by the Reclamation Reform Act of 1982 and the Central Valley Project Improvement Act of 1992. The annual update contains information on the implementation progress of Best Management Practices (BMPs). To assist users with Annual Updates, the Bureau funds two websites for online reporting and submission. The sites contain the input forms necessary to fully complete and submit the Annual Update online. Scope:The reporting web page shall have security that would ensure that the data and communication on the server is restricted to single account use only, along with reasonable security that would encrypt traffic between the server and the visitor's web browser. Secure usernames and passwords must be provided to each Reclamation user attempting to enter information. There is currently approximately 76 agricultural users and 38 urban users. Users must be able to complete any of the steps existing on the current site, including saving their work and retrieving it with a simple individual login method. Users must be able to view their work in progress and must be provided assistance as needed to complete their reports. The Bureau's regional and area office must have continuous access to the data base along with access to several standard status reports. Until official submission, data entry shall remain private to the user and the user may make changes to the data until submission. When entry is complete and users officially indicate submission the data shall become a permanent record. Contractor shall continue all the content of the current web pages and make any additional changes and modifications related to the BMP.Contractor shall facilitate and encourage timely data entry among users required to report to Reclamation. Tasks: Task I - Transfer (If transferred to a new Contractor) Contractor shall attend initial kickoff meeting with the BureauCoordination of data transfer with previous host (if necessary)Planning and scheduling Task II-Verification of accurate duplication of service (If transferred to a new Contractor)Contractor shall perform testing prior to public hosting Contractor shall allow Reclamation a preview of site prior to public hosting Contractor shall obtain Reclamation approval to begin public hosting Task III- Site Features: Contractor shall host site and include the following:Protected login page to allow specified users to access the application and prevent unauthorized viewing and entries.Overview section to show the status of input forms and Bureau review. Input fields as necessary to report on each BMP.Section that allows users to print individual input forms or entire report.User account section that allows users to submit reports and/or change their information (e.g. password, e-mail address, contact information, etc.).Users can only submit the report when data has been entered in all fields.Email confirmation to the user that their report has been submitted.User access to view but not change submitted reports.A status check box for the area offices and one for the regional office to check indicating the report has been reviewed.Notification feature to alert the regional office when the submitted report has been reviewed by the area offices.Notification feature to alert the user when the submitted report has been reviewed by area and regional offices.Administrative area to setup user accounts and manage submitted reports.Notification feature to alert administrator of submitted reports or questions.Queries and sub-queries to determine which users have not submitted data or which have not been checked by area or regional office. Task IV- Hosting Contractor hosting service shall include: Duplication of existing sites with occasional future modifications as needed to effectively record data input from users or as specified by Reclamation. Task V- Facilitation Contractor shall have an existing organization which includes a forum for interaction with the users. The contractor shall use their existing organization to facilitate and encourage timely data entry among the users. The infrastructure of the organization and its interaction with the users shall be sufficient to allow use of multi-purpose meetings, where many users are normally expected to attend. The contractor shall use these meetings to facilitate timely data entry and answer questions from users at least six times per year. The contractor shall have the ability and influence necessary to add web reporting related items to the agenda of multi-purpose meetings where many users are normally expected to attend. The contractor shall use their organization and networking contacts, including email and news letters, to facilitate data entry and identify website problems. The contractor shall perform limited improvements and corrections as necessary to be reasonably user friendly. Central Contractor Registration (CCR) and Annual Representations and Certifications, as required by FAR 4.1102, apply to this procurement. Prospective contractors must be registered prior to award. Lack of registration in the CCR database will make an offeror ineligible for award. Information on CCR registration can be obtained via the Internet at http://www.ccr.gov.
