Description
Synopsis/Solicitation REQUEST FOR PROPOSAL Transportation Infrastructure Technical Study This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The NAICS code is 541330 1. PURPOSE This Request for Proposal (RFP) is issued to establish a Firm-Fixed Price (FFP) Contract that acquires consultant services to conduct a technical analysis resulting in feasible alternatives on how to reconfigure the transportation infrastructure of the 10th Street, SW corridor utilizing sustainable infrastructure, while maintaining and increasing multi-modal connectivity. 2. OVERVIEW Background: The National Capital Planning Commission (NCPC) is the federal government's central planning agency for federal land and buildings in the National Capital Region. NCPC's jurisdiction covers 2,500 square miles, including the District of Columbia and surrounding counties in Maryland and Virginia. In April 2009, NCPC adopted the Monumental Core Framework Plan to guide future development decisions that will shape the historic core of Washington. The Monumental Core Framework Plan can be downloaded at http://www.ncpc.gov/initiatives/pg.asp?p=frameworkplan. A cornerstone initiative of this plan is the 10th Street, SW corridor, which is roughly defined as the area from 9th Street, SW to 12th Street, SW and from Independence Avenue to the north and the 10th Street Overlook to the south. This area is depicted in the graphic attached at the end of this notice. As a primary future connection between the National Mall and the burgeoning Southwest Waterfront, 10th Street, SW offers an opportunity to create an active, cultural, green corridor that accommodates major federal establishments, active retail uses and exciting cultural developments. To achieve this vision the Monumental Core Framework Plan suggests major physical moves that reconfigure the extensive transportation infrastructure, including roadway networks and pedestrian areas so that access to and within this area can be improved. The scope of work described below looks to analyze the physical feasibility of reconfiguring 10th Street, SW. In doing so, the analysis will develop alternative approaches to establishing a functioning street grid at appropriate grades, while utilizing sustainable infrastructure and increasing multi-modal connectivity. As these alternatives will establish the form of streets and the public realm, they must also lay the foundation that will be used in analyzing physical space in further studies. The ultimate goal of this Transportation Infrastructure Technical Study is to develop technically feasible alternatives in cooperation with NCPC staff and relevant stakeholders. Products: The product summary listed here and the associated specific tasks are described more fully in the subsequent Scope of Work (part 3). Please note that the contractor will be expected to identify and illustrate a maximum of three alternatives under this scope of work. In anticipation of the possibility that less than three alternatives will be required by NCPC, the consultant proposal should reflect the magnitude of cost reductions should a lower number of alternatives be decided. Product Summary: • One draft illustration of each transportation infrastructure alternative in plan view with accompanying narrative description. (Task 2) • Two draft sectional drawings at various points of each alternative. (Task 2) • Identification of relevant sustainable infrastructure precedents with descriptions and images. (Task 2) • One final illustration of each transportation infrastructure alternative in plan view with accompanying narrative description. (Task 3) • Two final sectional drawings at various points of each alternative. (Task 3) • Attendance and participation at two stakeholder meetings. (Task 4) • Presentation at one of the two stakeholder meetings. (Task 4) 3. SCOPE OF WORK (Each Task must be separately priced): Task One - Project Kick Off A kick off meeting will be held between the consultant team, key NCPC staff and other outside parties as determined by NCPC staff. The goal of this meeting will be to answer questions or clarify aspects of the scope of work, establish project schedule and key points of contact. This meeting will also include a site visit to the 10th Street Corridor to discuss the issues in the field. Task Two - Draft Alternatives The goal of Task Two is to analyze existing conditions and information related to the road network and related transportation infrastructure, including transit conditions and to develop initial alternatives. These alternatives must be developed in coordination with NCPC staff and reflect different, but feasible approaches to reconfiguring the corridor in accordance with recommendations in the Monumental Core Framework Plan while maintaining and improving the connectivity of the area. These alternatives must look at reconfiguring the road network, accommodating transit opportunities, improving the public realm, and decking Interstate 395 to create potential infill development sites within the corridor. In all cases the alternatives must incorporate the use of sustainable infrastructure features where possible and the illustrations must clearly reference and describe the type of sustainable technology to be utilized. The alternatives must be illustrated in plan view that show road configurations, including width, cartways, pedestrian space, areas for transit, as well as adjacent building envelopes. In addition to these alternatives, two sectional drawings must be created at various points of each draft alternative to reflect above and below grade conditions. The location for each section cut must be determined in coordination with NCPC staff. To further express the sustainable infrastructure component, information on relevant precedents must be provided. This information should include one to two images and accompanying descriptions Once the drafts of these products are complete they must be transmitted to NCPC Staff for review at which time a review meeting will be scheduled to discuss comments and edits. Products: Draft alternative illustrations, accompanying narrative, sustainability precedents and sections. Task Three - Final Alternatives Once the consultant has received NCPC staff comments related to the draft alternative illustrations and sections, the consultant team must create final illustrations and sections. The consultant will have 10 working days from the time staff edits have been given to create these final products and they must reflect the edits agreed upon by NCPC staff and the consultant team. These must be delivered to NCPC in high resolution format either via CD or electronic file transfer. Product: Final alternative illustrations, accompanying narrative, sustainability precedents and sections Task Four - Stakeholder Meetings The consultant will be required to attend two meetings of relevant stakeholders, one of which will be a presentation of this scope's final products. The presentation will be in coordination with NCPC staff and will require a review by NCPC staff prior to the meeting. Product: Attendance at two stakeholder meetings with a presentation at one of those meetings. All work must be completed by October 30, 2009. The specific schedule for each task will be set by NCPC staff in consultation with the consultant. 4. PROPOSALS SUBMISSION All proposals must be submitted via electronic mail, facsimile or hand-delivered to the Contracting Officer at the address identified in Section 10. All proposals must be received by 5:00 p.m. EDT on June 26, 2009. All quotations become the property of the National Capital Planning Commission and will not be returned. 5. EVALUATION NCPC will award a contract resulting from this solicitation to the responsible offeror whose proposal conforming to this solicitation will be most advantageous to the Government, price and other factors considered. NCPC will use the following factors to evaluate Proposals: • Professional Qualifications, certifications, and experience necessary for satisfactory performance of required services; • Demonstrated satisfactory past performance with Government agencies or Private industry in terms of cost, control, quality of work, and compliance with performance schedule; • Cost; and • Whether offeror is a small business concern. The contractor must be registered in the Central Contractors Registration (CCR) at www.ccr.gov. 6. PROPOSALS STATEMENT: Proposals must include the following: • Offers must include a brief statement addressing each of the selection criteria specified in the Evaluation section of this solicitation. • Offers must include a detailed firm fixed-price including an itemized cost estimate for each Task. • Offerors must provide a clear and legible Tax Identification Number and Data Universal Numbering System (DUNS) Number. 7. OTHER • Offerors must include a completed copy of the FAR Clause 52.212.3, Offeror Representations and Certifications - Commercial Items (JUN 2006). • FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items (FEB 2007), applies to this acquisition. • FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items (MAR 2007), including relevant additional FAR Clauses listed in 52.212-5, applies to this acquisition. 8.
