- The U.S. Geological Survey, Central Region, Geographic Information Office (RPC), NSDI PO (Louisiana) located at 700 Cajundome Blvd, Lafayette, LA 70506 has a requirement for non-competitive procurement to the Regional Planning Commission in New Orleans for high resolution orthorectified aerial photography covering the greater New Orleans area. The U.S. Geological Survey (USGS) is responding to a Department of Defense (DOD) request for current high-resolution imagery data over 134 urban areas in support of Homeland Security. The imagery data will be utilized at the Federal level for homeland security purposes, emergency preparedness and response, natural resource studies, planning and economic development, and agricultural census. The imagery data will provide the basis to update various databases in the National Spatial Data Infrastructure, including transporation, structures, land use, land cover, and hydrography. This USGS project will leverage the 1340 Poydras St. Suite 2100, New Orleans, LA 70112, existing agreement with Digit Globe. Orthorectified digital imagery has been acquired for 3,548 square miles as 1-foot resolution natural color, appropriate for 1:4800 scale mapping for 1-foot resolution. Products will include 8 bit D)QQQ GeoTIFFs (with.twf files), metadata with each file, and a shapefile and jpeg of the grid used for the flight. The anticipated delivery date to USGS is July 2009. The RPC will facilitate and administer the contract with Digital Globe and with the local partners. The data will be available for government use for a period of 18 months, after which the data will be public domain. The substantial cost sharing with National Spatial Data Infrastucture partnerships will be 40% of total project. The U.S. Geological Survey considers this specified requirement as a sole source to the Regional Planning Commission in New Orleans. Other interested concerns having the ability to furnish data at substantial cost savings to the government may submit a capabilities statement to the contracting officer USGS, PO Box 25046 Denver Federal Center, Denver, CO 80225-0046 Attn: Gail Walker no later than the closing date of this requirement (07/10/2009) 3:00 PM MST. All submissions shall be evaluated to determine if competitive opportunities exist; if no submissions are received by the above appointed time, the Government shall proceed with noncompetitive award without further notice. This is NOT a Request for Proposal (RFP); the Government does not anticipate issuing a written solicitation. This notice and any resulting contract or order conforms to the requirements in place through FAC 2005-22, effective 08 June 2005.
