- This is a notice of intent by Federal Motor Carrier Safety Administration (FMCSA) to award a sole source contract to Software AG USA, 11700 Plaza American Drive, Suite 700, Reston, VA 20190. The requirement is for WebMethods BPMS Quick Start Edition to include software support, maintenance and training. FMCSA requires software to provide a business rules engine process that integrates into the COMPASS Program. COMPASS is an agency wide initiative leveraging new technology to transform the way FMCSA does business. The program objectives are to create a single source for crucial safety data via single sign-on access; improving data quality to enable better, more informed decision making; and providing actionable information as well as data. COMPASS is driven by FMCSA’a commitment to improving truck and bus safety and saving lives. By creating a single source for crucial safety data, collecting and managing data more effectively, and improving data quality, the program will improve the ability to save lives and help streamline the daily processes and operations of the enforcement community and the industry. The contract for development of the COMPASS IT infrastructure was through Science Applications International Corporation (SAIC) contract number 1435-04-05-RC-43269. SAIC was responsible for the procurement of software. WebMethods software as provided by Software AG USA was purchased and the license transferred to FMCSA through the existing contract. WebMethods software is inherent to the continuing functionality of COMPASS and is the only software that will fully integrate with the existing COMPASS architecture without significant cost and time. This award will be made in accordance with FAR 6.302-1; only one responsible source will satisfy agency requirements as a follow on to an existing contract. The services are highly specialized and it is likely that an award to any other source would result in duplication of cost to the government and unacceptable delays in fulfilling the agency requirement.
