- THIS IS A SOLE SOURCE SYNOPSIS! The 45th Contracting Squadron intends to negotiate a contract on a sole source basis with Southern Methodist University (SMU) for information and planning purposes in support of the nuclear test ban treaty. This synopsis is not to be construed as a commitment by the government nor will the government pay for information solicited. This is a follow-on effort to expand the capabilities of the Seismo-Acoustic Monitoring Program. Primary performance will be in the Republic of Korea (ROK). This program requires the deployment of geophysical and acoustic data acquisition equipment to assist in the identification of small size, natural and man-made seismo-acoustic signatures. This project will also conduct research to develop seismo-acoustic analysis methodologies for data from multiple arrays for detection, location and analysis of seismic events. Data evaluation and development of analytical tools are required. Contractor must also have an existing Memorandum of Understanding (MOU) with the Korean Institute of Geoscience and Mineral Research (KIGAM), or secure a MOU within 6 months from the closing date of this announcement. Contractor must have, or be able to construct, a test site large enough to deploy and test seismo-acoustic arrays, including the necessary infrastructure for research, analysis and transmission of data. Period of performance is for a 2-month base plus four one-year options. This is a Sole Source with SMU IAW FAR 6.302-1. SMU is the only known source with the required combination of research, development, host relationships/agreements and operational capability in the seismo-acoustic field to meet mission requirements. SMU combines a unique team of researchers with expertise in both seismic and infrasound wave propagation and analysis. SMU has an existing MOU with KIGAM to operate and sustain seismic and acoustic arrays in the ROK. SMU is completing its tenth year of work in ROK installing and operating this type of geophysical equipment. No solicitation documents exist at this time. This service utilizes North American Industry Classification System (NAICS) code of 541360. Interested firms may identify their capability to respond to this requirement. This notice of intent is not a request for competitive quotes; however, the government will consider any responses from capable sources received within 15 days after date of publication of this synopsis. 45 CONS/LGCCA has determined that SMU is the only source capable of providing this requirement.
