- The U. S. Army Corps of Engineers Transatlantic Programs Center (TAC), Winchester, Virginia is asking vendors to quote on the lease of two busses. The requirement is for two new bus leases for 3 months, with options for two more years, all including maintenance. Attached are the specifications for the busses. The specifications are merely notional to provide a concept of the bus requirements. The contract will be awarded based on best value to the Government. The contractor is to provide the bus specifications and a complete list of vehicle services with the bid proposal. SPECIFICATIONS FOR LEASED BUSSES FOR TAC- The vehicle vendor is to provide two (2) new passenger busses with the following specifications: Capacity: 30-33 passengers A/C System: 105,000 BTU Dual compressors Audio/Visual: AM/FM with CD Doors:Electric Electric Side Entry Exterior Key Switch Rear Door with Large Window Electrical:Center Mount Brake Light Circuit Breakers Door Activated Dome Light High Idle Dual OEM 150 AMP Alternator or better Heating:35,000 BTU Interior:Dual Reading Lights Safety:Right Grab Rail Roof Hatch Seating:5 Passenger Back Row Arm Rests High Back Reclining Seats Seat Sliders Storage:Luggage Bin Pertoria DLX White brand name or equal Upholstery:Level 4 Exterior Color: White Interior Color:Blue Fuel Type:Diesel Engine:6.6L or better Transmission:Automatic 52.211-6 Brand Name or Equal. As prescribed in 11.107(a), insert the following provision: Brand Name or Equal (Aug 1999) A.EVALUATION OF QUOTATIONS The Government anticipates making award to the lowest price, technically acceptable responsible offeror. Technical acceptability will be determined by evaluating each proposal and assigning it an overall pass or fail rating. The product you propose must meet or exceed the Governments minimum requirement, that is pass, the salient physical, functional, and performance characteristics specified in the statement of work. A quotation that achieves a pass rating on each physical, functional, and performance characteristic will be found overall technically acceptable. Your quotation must contain sufficient information for evaluation purposes. Your quotation and the product you propose will be evaluated on the basis of information furnished in the quotation. Some items in the SOW are specified as brand name or equal. Your attention is drawn to FAR provision 52.211-6, Brand Name or Equal of this RFQ. If you are proposing an equal product, proceed in accordance with that provision. Information on equal products should be sufficient to enable the Corps to determine that the product you propose to offer is technically acceptable, that is, it meets or exceeds requirements. The information can be in the form of technical specifications, pictures, product descriptions from catalogs, etc. You should provide an indication that you will provide all the items listed in the statement of work. If your price does not include any item listed, you are required to note exception in your price. B.BRAND NAME OR EQUAL A brand name or equal purchase description of an item in the statement of work (SOW) reflects the characteristics and level of quality that will satisfy the Governments needs. The salient physical, functional, or performance characteristics that equal items must meet are specified in the SOW. Refer to Federal Acquisition Regulation clause 52.211-6 Brand Name or Equal for additional information. C.SUBMITTING QUESTIONS Questions can be submitted to U.S. Army Corps of Engineers, Transatlantic Programs Center, ATTN: CETAC-CT-M. The preferred method of receiving questions is by email sent to both lea.walker@usace.army.mil and robyn.ratchford@usace.army.mil. If emailing, prepare your questions in Microsoft Word and attach the questions (use a separate attachment) to the email message. Questions can be faxed to (540)665-4033. Answers will be provided to all contractors on the planholders' list. D. Quotes are due at the Transatlantic Programs Center in care of Lea Walker no later than 4:00 p.m. 17 June 2009.
