Description
NOTE: Any prospective Offeror must first register in the Central Contractor Registration (CCR) at www.ccr.gov. After completing CCR registration, interested Contractors and their subcontractors must then register at https://www.fbo.gov in order to obtain RFP documents, plans and specifications for this solicitation. Contractors that have an existing FedTeds account should be able to use their existing logins to search for the solicitation number once it is released at www.fedbizopps.gov. Contractors can register to be put on a plan holders list that others can access through the Fed Biz Opps site. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the Offerors responsibility to check the Internet address provided as necessary for any amendments that may be posted to this solicitation. Technical Questions should be addressed to Mr. Jimmy Jones, (912) 652-5909 Description of Work: The work shall be a Design-Build Child Development Center. The facility will consist of a single-story structural steel frame with reinforced concrete foundation and floor slab, structural frame, CMU walls, brick exterior, finish system accents, standing seam metal roof. Includes pickup/drop-off area, outdoor play area, parking, access road, site preparation, and all other support necessary to provide a complete and useful Child Development Center (CDC). Demolishes Building 104 (476 SM). Facility will comply with DOD force protection requirements per unified facilities criteria. Options may be included in the contract. This project will be solicited as unrestricted pursuant to the Business Opportunity Development Reform Act of 1988 with a hub-zone evaluation preference utilizing a One-Phase Design Build selection procedure. This proposal will be procured using a best value Performance Price Trade off Request for Proposals (RFP) in accordance with Federal Acquisition Regulation (FAR) Part 15.101-1. Each proposal shall contain the Offerors best technical proposal and best price. Price will not be scored, but will be a factor in establishing the competitive range prior to discussions (if held) and award will be made to the Offeror whose technical submittal and price proposal contains the combination of the criteria requested that offers the best value to the Government. Proposals shall include sufficient detailed information to allow complete evaluation. The Government reserves the right to reject any and all offers. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with the Offeror. RELATIVE IMPORTANCE OF FACTORS is as follows: PRICE is equal in importance to ALL TECHNICAL FACTORS when combined. Weight among technical factors: FACTOR l-1 CORPORATE RELEVANT SPECIALIZED EXPERIENCE, FACTOR 1-2 PAST PERFORMANCE, FACTOR 1-3 MANAGEMENT EFFECTIVENESS are equal in importance. FACTOR 1-4 TECHNICAL APPROACH NARRATIVE is more important that FACTORS 1-1, 1-2 and 1-3. Offerors are reminded to carefully review solicitation documents once issued, to include all evaluation criteria, as criteria as stated in the solicitation shall govern. The estimated magnitude of this project is between $5,000,000.00 and $10,000,000.00. This solicitation will be issued in electronic format only via the Internet. It will be available on or about 26 May 2009 at https://www.fbo.gov. Information on the PROPOSAL DUE DATE will be stated in the solicitation.
