- THIS IS A REQUEST FOR INFORMATION FOR MARKET RESEARCH PURPOSES ONLY THIS IS NOT A SOLICITATION, NOR IS ONE CURRENTLY AVAILABLE The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Ocean Services (NOS) is seeking sources capable of performing the requirements necessary to complete deliverables associated with the analysis and recommendations for the strategic positioning for NOAA education products and services in the Pacific. The Government is especially interested in responses from SBA-certified small business concerns that are capable of performing the work described within this notice. The contractor shall provide all facilities, supervision, material, and labor necessary to develop and produce the following: 1) Hawaii state-wide K-12 teacher needs assessment, 2) Gap analysis to draw connections between existing curriculum materials and teacher curriculum needs, and 3) Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis to provide recommendations on bringing relevancy to NOAA education products as well as strategic positioning in Hawaii. The NAICS code for this requirement is 611710 and the small-business size standard is $6.5M in average annual receipts over the past 3 years. The Government anticipates awarding a firm-fixed-price service contract for the services defined herein. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of the submission of contractor's information. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Please submit information to include: 1) Your firm's DUNS number & CAGE code; 2) Your firm's SBA certified small business concern status. Specifically identify if your firm is HUBZone-certified, Service Disabled Veteran Owned, or SBA 8(a) program certified; and 3) A brief description of your firm's recent past experience (within past 3 years) performing the services as described above. Information must be received by the Contract Specialist, Mr. William Havens, at william.e.havens@noaa.gov by close-of-business on Wednesday, June 24, 2009.
