Description
THIS IS A PRESOLICITATION ANNOUNCEMENT TO RAISE AWARENESS FOR POTENTIAL OFFERORS. Please reference Request for Proposal Number VA-791-09-RP-0007. The Department of Veterans Affairs, Denver Acquisition and Logistic Center (DALC), 155 Van Gordon Street, Lakewood, CO 80228, intends to solicit for proposals from well qualified experienced community dialysis providers from any size business that is capable providing, delivering, supervising, and monitoring outpatient dialysis, home dialysis (peritoneal dialysis and home hemodialysis) services to eligible referred VA beneficiaries within (Veteran Integrated Service Network) VISNs 6, 9, 16, 18, 20, 22, and 23. The Contractor will also provide Home dialysis training to eligible referred beneficiaries. Contracted outpatient services will be provided at the contractor facilities/locations. Home dialysis training will be provided in the Contractor facility offering home training. Home and outpatient based dialysis services will utilize contractor resources, contractor owned and maintained equipment, contractor staff, and the equipment necessary or required for peritoneal dialysis and home hemodialysis. The contractor will provide the services and associated health care in a manner consistent with the clinical needs of the patient and extend the same or superior standards of quality care as delivered to the contractor's non VA patients. Contractor personnel providing services will be certified, licensed, board certified, or board eligible as appropriate for the region of care. Contractor services will be provided in a medically acceptable setting and employ medically safe practices. This contract will not include professional nephrology services. All billings will be in Medicare compliant format. All treatment modalities must be in accordance with the Medicare treatment guidelines. Contractors will be responsible for internal and subcontractor's Quality Assurance and ongoing Continuous Quality Improvement measures and reporting. An acceptable medical record storage policy shall be established by the Contractor for ease of retrieval and communication of a patient's clinical information. Contractor's practices to safe-guard the VA patient's secure information must be established in accordance to the current VA, Privacy Act, and HIPAA requirements. Contractor personnel who have reason to see/handle VA beneficiary personal health information will complete the required VA online privacy prior to contract initiation. The government intends to award a firm fixed price indefinite delivery indefinite quantity type contract, with a base plus 4 option years. In accordance with FAR 52.216-27, the government reserves the right to make single or multiple awards based on what is most advantageous to the government. The contract period will be date of contract award through September 30, 2010, with four one-year options to be exercised at the discretion of the Contracting Officer. Subject procurement adheres to the format defined in FAR 12 and will be conducted using the procedures of FAR Part 12, Acquisition of Commercial Items in conjunction with FAR Part 15. These healthcare resources are being procured under the authority of Title 38 U.S.C. Section 8153. The North American Classification Code is 621492 and the Small Business Size Standard is $34,500,000.00. The requirement package will be issued as a "full and open" solicitation for any and all qualified, experienced, and knowledgeable business entity(s) who can meet the requirements. The acquisition will be procured as a "Best Value" type of acquisition where price and other non-price factors allow for evaluation trade-offs to achieve the best value contracts for the government. Non-priced factors (technical and past performance), when combined will be considered significantly more important than price. Solicitation documents will be available electronically on or about June 29, 2009 at the FedBizOpps website at http://www.fedbizopps.gov. NO HARD COPIES OF THIS SOLICITATION WILL BE ISSUED. The anticipated closing date is August 13, 2009 and anticipated award date is November 1, 2009. The Contracting Officer for this acquisition is Joy L. Bartlett (nonvadialysis@va.gov).
