- SOURCES SOUGHT NOTICE NAICS: 541310 Architectural, Engineering, and Related Services THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT (ARRA) PROJECT This is a Sources Sought Notice only. This is not a solicitation announcement. This notice is intended as a market research tool to determine the interest of qualified small business sources. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The U.S Geological Survey (USGS) is considering setting aside a requirement for Architectural and Engineering (A&E) services under a small business set-aside program. USGS is in search for vendors that can provide: (a) project specifications and drawings; (b) project cost estimates; (c) design and engineering reviews; (d) program evaluations; (e) feasibility studies; (f) value/analyzes engineering studies and reports; (g) project management and inspection; (h) comprehensive conditions assessments; (i) energy audits; and (j) research vessel condition assessments (k) project data sheets (l) environmental/historic evaluations (m) sustainability (n) facility and special studies. These services are for large scale projects involving numerous tradesmen and require specialized work for American Recovery and Reinvestment Act (ARRA) and non-ARRA projects. The Government anticipates multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts will be awarded against one solicitation. Each awardee will compete for task orders. This is an ongoing requirement that will be satisfied through this acquisition process for a five year period of performance; a one-year base period and four one-year option periods. The government is interested in all small businesses, including 8(a), Historically Underutilized Business Zone, and Service Disabled Veteran Owned Small Businesses, that are interested in performing this requirement. The government requests interested parties submit a brief description of their company's business size (i.e. annual revenues and employee size), business status (i.e., 8(a), Historically Underutilized Business Zone, Service Disabled Veteran Owned Small Businesses, or small business) anticipated teaming arrangements, and a description of similar services offered to the Government and to commercial customers. Any responses involving teaming agreements should delineate the work that will be accomplished by the prime and the work accomplished by the teaming partners.
