Description
Statement of Work for Engineering Services in Support of USCG FRC-B FEA Model Development and Loads Prediction for FEA Applications Notice of Intent to Award a Sole Source Procurement The U.S. Coast Guard has a requirement to obtain engineering support for the development of a MAESTRO Finite Element (FE) model for the Fast Response Cutter (FRC)-B; for the estimation of the hydrodynamic loading to be applied to the FRC-B MAESTRO FE model by using the VERES wave loads prediction approach; and for the development of an interface required for the application of hydrodynamic loading from VERES onto the FRC-B MAESTRO FEA model. The results of this effort will be used to evaluate for cutter operational envelop definition and hull structural and life maintenance strategies. See attached Statement of Work for further details. The U.S. Coast Guard intends to issue a sole source fixed price contract to DRS C3 Systems LLC (DRS) located at 400 Professional Drive, Gaithersburg, MD 20879-3417. DRS designed, developed and installed the core MAESTRO software programs and developed additional improvements and updates to this software. It is the Government belief that DRS is the only contractor who possesses the proprietary rights to the software that needs to be modified in support of this effort. The statutory authority permitting other than full and open competition is 10 USC 2304©(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.302-1 (a)(2)(iii), “Only One Responsible Source and No other Supplies or Services Will satisfy Agency Requirements”. This notice is not a request for competitive proposals. Determinations not to compete this proposed procurement were made because DRS is the original designer and developer of the software. They are the only acceptable source for this requirement. Concerns having the expertise and required capabilities to furnish the above services are invited to submit complete information discussing the same in duplicate within five (5) working days of this announcement. Concerns that respond to this notice must fully demonstrate the capability to accomplish the above and are to supply pertinent information in sufficient detail to demonstrate a bona fide capability to meet the requirements. Alternate proposal data must include sufficient information to allow the U.S. Coast Guard to evaluate. The U.S. Coast Guard does not intend to pay for information solicited. Responses must be concise and specific to the requirements. The applicable North American Industry Classification Standard Code is 541330 and the small business size standard is $4.5 million. Solicitation HSCG40-09-R-40033 is established in support of this announcement. It is anticipated that award will be made by July 15, 2009.
