Description
RECOVERY ACT SOURCES SOUGHT ANNOUNCEMENT. The Huntington VA Medical Center, intends to award an Architect/Engineer contract for design services at Huntington VA Medical Center, 1540 Spring Valley Dr., Huntington, WV 25704 for VA Project R581-08-113, Replace Air Handler Units (AHU) Building 1S. Competition is sought on an unrestricted basis. No set asides apply to this announcement. In collaboration with VA staff, the contracted A/E firm shall provide a complete set of working architectural, electrical, mechanical, plumbing, infection control, phasing, and drawings with specifications (in both paper form and electronic form) for the project. The A/E firm will survey subject areas and develop a bid package for design and construction of the subject project within the constraints of the proposed budget. The focus of this project is the replacement of all air handling units in main patient support Bldg. 1S, 255,000 GSF, (7 story). Bldg. 1S serves outpatient clinic, laboratory services, rehabilitative and prosthetics, Directors suite, Imaging, Cardiology, Surgical Operating Rooms, Surgical Recovery and Same Day Surgery, GI and Pulmonary, Medical Intensive Care Unit, and 80 inpatient beds on two upper floors. Included in the designs, the A/E firm shall develop the necessary working drawings; contract specifications; phasing plans; final cost estimates for full and complete construction of this project. The A/E shall also ensure that the completed designs are in full compliance with all applicable codes and VA design guidelines. This notice is issued subject to availability of funds and is not a request for proposal. The magnitude of this construction project is between $2,000,000 and $5,000,000. The NAICS Code for this project is 541310 with a size standard of $4.5 million. Qualifications submitted by each firm will be reviewed and evaluated based on the following criteria: Specialized experience and technical competence of firm (including a joint venture or association) with the type of services required; Specific experience and qualification of personnel proposed for assignment to the project and record of working together as a team; Professional capacity of the firm in the designated geographical area of the project to perform work (including any specialized services) within the time limitations; Past record of performance on contracts with the Department of Veterans Affairs and geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the Huntington VAMC area. Potential contractors must be registered in CCR (www.ccr.gov) at the time of submission of their qualifications in order to be considered for award. Facsimile and electronic transmissions will not be accepted. Solicitation packages will not be provided and no additional project information will be given to firms during the announcement period. The Government will not pay nor reimburse any costs associated with responding to this sources sought synopsis request.
