- The Coast Guard is seeking qualified sources that can remove old reefer equipment on CG 210’, 270’ and 378’ cutters and replace with government furnished Seahorse refrigeration system - Carrier Model Numbers 90YR16NSD3ND6K9Z; 90YR28NSF3ND6M9Z and 90YR20NSD3ND6K9Z; Keep Rite unit coolers KLP-103VE-S4* and KLP-104VE-S4*; along with the following government furnished components: electrical thermostat, electrical cable and breaker, lighting fixtures; alarms; MSA ChillGard L-series leak detection system with visual and audible alarm beacons. Most of the work to be performed pertains to ship repair, metal fabrication and welding. Installation of the new reefer equipment is approximately 25% of the overall job. The Coast Guard anticipates awarding a requirements type contract with one (1) base year and two (2) option years. Removal and installation shall be accomplished in accordance with Coast Guard specifications, commercial specifications and marine industry standards.The solicitation will be issued as full and open competition for the removal and installation of all equipment except the Carrier Transicold refrigeration system, which shall be installed by an authorized Carrier Representative. The limitation to use only Carrier Transicold Authorized Representatives will allow the government to maintain the OEM warranty. Accordingly, it is believe that this requirement precludes the U.S. Coast Guard Engineering Logistics Center from obtaining competition (for the install of Carrier Transicold refrigeration system only) as they are available from this source. However, other potential sources can submit information concerning their capability to perform this install for the purpose of the U.S. Coast Guard Engineering Logistics Center to determine whether to conduct a competitive procurement. Organizations having the expertise and required capabilities to provide the items are invited to submit complete information discussion such capabilities as follows: (i.e. salient physical functional and serviceability characteristics) (1) show that they satisfactorily installed a Carrier Transicold refrigeration for the Government or the prime equipment manufacturer and (2) that the Carrier warranty can be maintained if install by other than an authorized representative. It is the Government’s belief that only Carrier, the manufacturer and/or its authorized dealers and distributors can perform the required install in order to protect the warranty of the Carrier Seahorse equipment. Other concerns having the expertise and required capabilities to furnish the above items are invited to submit complete information discussing capabilities in duplicate within fifteen (15) days of this announcement. No cost or pricing information is required. This is not a Request for Proposal (RFP). The Government does not intend to pay for this information solicited. Responses must be concise and be specifically directed to the requirement mentioned above. Concerns that respond to the notice must fully demonstrate their capabilities to meet the requirements.
