- This is a solicitation for commercial items to be acquired under FAR Subpart 12.6 and 13 Simplified Acquisition Procedures. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation (paper copy) will not be issued. Further, offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation. Solicitation FA8751-09-Q-0345 is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-31 and 2005-32 and Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20090115. See http://farsite.hill.af.mil/ for the full text of all provisions and clauses incorporated by reference herein. This procurement is being issued as a total small business set-aside under NAICS code 335999 and small business size standard of 500 employees. The contractor shall provide the following items on a firm fixed price basis: Item 1: Optical closed cycle refrigerator system Qty: 1 Specifications: Janis model SHI-4-1 4K (OR EQUAL) including: * SHI model SRDK-101D-A11C 0.1 watt @ 4.2K system with air cooled compressor (100-240 VAC, 1-phase) * 3 meter long flexlines, cold head power cable, installation toolkit, manuals * 11.0" square Aluminum mounting stand with (4) legs * Optical vacuum shroud 3.0" square with (4) 1.50" clear view diameter o-ring sealed fused quartz windows * Highly polished Aluminum radiation shield with (4) open optical ports on 1st stage * Gold plated optical sample holder * 2nd stage with calibrated silicon diode temperature sensor and 50 ohm cartridge heater * Instrumentation skirt with (1) 10-pin feedthrough for heater and temperature sensor, (1) 10-pin or 19-pin feedthrough with mating connector for customer use, (2) blank ports, evacuation valve and safety pressure relief Item 2: Fused Silica Windows Qty: 1 Specifications: Upgrade from GE-124 quartz windows to S1-UV (OR EQUAL) UV grade fused silica windows Item 3: Mounting Stand Qty: 1 Specifications: Extra mounting stand for SHI-4-1 including 11" square Aluminum flange and (4) 14" long Aluminum legs Item 4: Turbomolecular Pumping Station Qty: 1 Specifications: Janis model TP-70-2DR (OR EQUAL) turbomolecular pumping station including: * Dry (oil-free) diaphragm backing pump * Edwards Vacuum 52 L/sec turbomolecular pump * Turbo and instrument programmable controller with digital display, RS-232C computer interface * 5' stainless steel pumping line with NW-25 flanges * Evacuation valve, safety pressure relief valve, all clamps and centering rings needed for connection to cryostat Item 5: Temperature Controller Qty: 1 Specifications: LakeShore Model 331S (OR EQUAL) temperature controller featuring: * Two independent diode / resistor input channels, single channel heater output (50 Watts max); * Autotuning PID, audible and visual alarms, relays; * RS-232 serial, GPIB (IEEE-488) parallel computer interface; * LabView drivers, cable to connect to cryostat. Offerors shall provide at least the same warranty terms, including offers of extended warranties, offered to the general public in customary commercial practice. The estimated delivery date is 30 days After Receipt of Order. The place of delivery, acceptance and FOB destination point is F4HBL1/Transportation Officer, Depot 2, 148 Electronic Pkwy. Addenda to the following paragraphs of 52.212-1 are: (b) Written quotes are due at or before 3 PM (ET) 19 June 2009. Offerors are encouraged to submit their quotes using the SF 1449. Solicitation/Contract/Order for Commercial Items. (b)(4) Submit a technical description of the items being offered. (b)(10) No past performance information is required. (b)(11) Include a statement verifying that your firm is capable or confirming to the requirements of DFARS clause 252.211-7003. Item Identification and Valuation. (k) Central Contractor Registration. Offerors must be registered in the CCR database to receive a contract award. If the offeror does not become registered in the CCR database within four days after receiving notification from the Contracting Officer, the Contracting Officer may proceed to award to the next otherwise successful registered offeror. The provision at 52.212-2, Evaluation -- Commercial Items applies. In addition to the information in paragraph (a), the following factors shall be used to evaluate offers: PRICE and TECHNICAL CAPABILITY. Both factors are of equal importance. The representations and certifications found in the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items and ALT I must be completed electronically on the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov.
