Description
SPAWARSYSCEN Atlantic intends to issue a commercial sole source contract toBow Industries of Virginia Inc., 10349 Balls Ford Rd, Manassas, VA 20109-2603. This procurement is for the purchase of (6) Model 632 InstrumentationTape Cleaner and related items. Bow Industries, Inc is the only vendor with aproduction unit Instrumentation Tape Cleaner that is currently available whichmeets the Commander Patrol Reconnaissance Group (CPRG) magnetic mediarequirement contained in the CPRGINST 3500 instruction. Tape Capacity: 1 inch precision instrumentation magnetic tape. 10 1/2, 14,15, and 16 inchdiameter reels. Winding Tension: Shall be Programmable in accordance with recommendationsin Federal Specification WT-0045 and National Security Agency specification L14-2X, or constant tension (adjustable) Cleaning: Shall have a Removable sapphire blade with four automaticallyadvancing tissue cleaning stations for "blade and tissue" or "tissue only" cleaning in both forward and reverse. Optical Inspector: The unit shall have an Optical Inspector with Defectcounter/Locator for 1 inch or 1/2 inch tape. The optical inspector shall detectedge damage to 0.10 inches and holes to 0.20 inches. The unit shall displayon individual bar graph displays for each of two 100 ft. leaders and each offour2300 ft. sections of tape. Each display is numbered 0 through 9. Stack Quality: The unit shall have a Precision stack which - meets requirementsof NSA L14-2. Accomplished by a large diameter packwheel with 180 of wrap. Pack wheel: Shall automatically engages as tape moves in the forward(precision stack) direction. Speeds: The unit shall operate at 150-200 ips (inches per second) inforward,300-400 ips in reverse. Standard is 150 ips in forward and 300 ips in reverse. Footage Counter: The unit shall have 4 1/2 digit LED. 1 foot resolution,With a.5% accuracy Controls: FORWARD, LOAD, CYCLE, REVERSE, STOP, TAPE SIZESELECT and STOP DISTANCE. Cycle: One round trip from bottom reel to top and back Tape Low Sensing: The amount of tape left on the reel is adjustable. Tape Absence Sensing: The unit shall sensing the absences of tape and shalldisengage pack wheel and stops machine. Blade Life Indicator: The unit shall have Three (3) indicators that show "100-33%" remaining "32-0%", or "REPLACE". Brakes: The unit shall have Dynamic fail safe, automatically actuated at powerinterruption, inadvertent shut down during operation or when the physical endof the tape is sensed. Hubs: The unit shall have precision locating and positive lockingNAB hubs. Accessibility: All major maintenance shall be accomplished from the frontof the unit, Dimensions: Shall not exceed 77 inches high, 23 inches wide, 16 inches deep Weight: Shall not exceed 180 lbs. Power: Shall require standard 115/220 VAC, 10%, 50/60 Hz,and shall not exceed 6.5 amps (max.) In addition to the above requirements the unit shall be capable of performinga precision Cleaning, Optical scan and precision stack on all tape reel sizesidentified above, in addition to both new and old tape with out tapes stickingtothe tape path or rollers/guides. Delivery schedule Units must be completed and ready for delivery within 60-90 days AfterReceiving Order (ARO). (Justification) Once units are factory tested, Unitsareshipped to SPAWAR Patuxent River MD. The units are opened inspected,burned in and tested against the technical documentation. Unit spares whichare bought separately are test in their respective units, a PhysicalConfigurationAudit is performed and the unit is packed and shipped to the respectiveOverseas/Conus Tactical Operations Center in support of the Tactical MobileAcoustic Support System (TacMASS) installations and the current U.S Navy P-3Deployment schedule. This unit is unique because it is the only 1 inch instrumentation tapeprecisiontape cleaner packer verifier in production. This is the only unit that can beusedto maintain the current U.S Navy's P-3 aircraft 1 inch Analog tape inventory. A firm, fixed-price commercial contract is anticipated in accordance with FARPart 12. The NAICS Code is 334119 with a size standard of 1,000 employees.
