Description
RECOVERY – PRE-SOLICITATION NOTICE RECOVERY - TWO DISTINCT VECTOR NETWORK ANALYZER (VNA) BASED SYSTEMS THIS PROJECT IS BEING FUNDED BY THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009. This pre-solicitation notice is hereby issued in accordance with the requirements of the Federal Acquisition Regulation (FAR) Subpart 5.704. The National Institute of Standards and Technology-Boulder (NIST Boulder) requires two distinct vector network analyzer (VNA) based systems. The first system will be used for precise rf/microwave/mm wave network analysis measurements as well as support for other fundamental measurement capabilities. This will include connectorized measurements based on coaxial and waveguide transmission lines and on-wafer measurements. This system will need to cover the frequency range of 10 MHz to 750 GHz. NIST Boulder requirements for the system include two identically configured four-port 50 GHz VNAs and one set (pair) of frequency extension heads, for full two-port scattering parameter measurements, to use with the VNAs sufficient to cover 110 GHz to 750 GHz without any gaps in frequency coverage. This will give us the maximum flexibility and configuration to support high frequency, nonlinear and multi-port measurements. The second system requires two (2) network analyzer systems that will be used as antenna measurement receivers, coaxial test and measurement systems, and general-purpose RF network analyzers. These proposed systems will cover our current measurement range of 1 GHz to 110 GHz and extend coverage up to 500 GHz with the foresight of looking at extending our capabilities to 1 THz in the future. We require a four-port analyzer at 50 GHz to allow for maximum flexibility and configuration for future applications. These systems will be delivered with calibration kits and other support hardware that will be common to the two systems. The two network analyzers (nwa) required for this system and the accompanying extension modules will replace outdated radio frequency (rf) equipment at NIST with state of the art systems that are required to support standards and calibration services. Equipment advances over this timeframe provide increased accuracy with better measurement speed and stability as well as the ability to extend the measurement frequency range to 500 GHz. Current measurement capabilities provide calibration services and research opportunities from 2 to 110 GHz. Acquisition of this new measurement equipment will extend this frequency range to 500 GHz. This extension of calibration services to the higher frequency bands is paramount in meeting government and private industry needs, including (but not limited to) measurement support for climate monitoring and communications. Delivery terms shall be FOB DESTINATION. The delivery schedule shall be stated in the request for quotation. The NAICS code for this requirement is 334516 with a small business size standard of 500 employees. This requirement is being procured using full & open competition. This requirement is not set-aside for small business. Simplified Acquisition Procedures shall be utilized under the authority of FAR 13.5 Test Program for Certain Commercial Items. One or more of the items under this acquisition is subject to World Trade Organization Government Procurement Agreement and Free Trade Agreements. Potential Offerors will be responsible for obtaining this solicitation and related Amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential Offeror to monitor www.fbo.gov for any amendments or other information related to the solicitation; the Government will not be maintaining a mailing list. Any communications regarding this acquisition must be made in writing and forwarded via email to todd.hill@nist.gov, and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. Offerors shall be actively registered in the Central Contractor Registration website at www.ccr.gov, in order to be eligible to receive a contract under this acquisition. NIST anticipates posting the solicitation approximately fifteen (15) days after the date of publication of this notice.
