Description
ONLY LOCAL SOURCES WILL BE CONSIDERED UNDER THIS NOTICE OF PROCUREMENT (NOP). LOCAL SOURCES ARE SOURCES (e.g. CORPORATIONS OR PARTNERHIPS) THAT ARE PHYSICALLY LOCATED IN JAPAN AND AUTHORIZED (i.e. LICENSED AND REGISTERED) TO PERFORM IN JAPAN, THE TYPE OF WORK SPECIFIED IN THIS NOP. SPECIFICALLY, A PROSPECTIVE OFFEROR MUST BE DULY AUTHORIZED TO OPERATE AND CONDUCT BUSINESS IN JAPAN AND MUST FULLY COMPLY WITH ALL LAWS, DECREES, LABOR STANDARDS, AND REGULATIONS OF JAPAN DURING THE PERFORMANCE OF THE RESULTING CONTRACT. IN ADDITION, PRIOR TO AWARD OF THE CONTRACT, OFFEROR MUST BE REGISTERED WITH THE GOVERNMENT OF JAPAN TO CONDUCT BUSINESS IN JAPAN AND POSSESS NECESSARY DOCUMENTATION TO PERFORM WORK REQUIRED UNDER THIS NOP. 1. CONTRACT INFORMATION: This contract is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work. See Numbered Note 24 for general information on the A-E selection process. A-E services are required for site investigation, design charrette, and full design for the renovation of a substation for 50Hz use at Misawa Air Base. This announcement is open to all businesses regardless of size. A firm-fixed-price contract will be negotiated. The contract is anticipated to be awarded in September 2009 and design completed by June 2010. To be eligible for contract award, a firm must be registered in the Central Contractor Registration (CCR). Register via the CCR Internet site at http://www.ccr.gov 2. PROJECT INFORMATION: Perform investigative, charrette and full design services for the renovation of a substation for 50Hz use at Misawa Air Base. The new substation will replace the existing Substation No.2 electrical system consisting of outdoor 66KV primary overhead line, switches, circuit breakers, two 7.5MVA oil transformer, 6KV secondary switchgear and capacitor bank and changeover existing 30 feeders of 6KV distribution line and remote control/ monitoring system and metering device connecting to this substation to new system. The new substation transformer is required to accommodate the load that will be carried by another new Substation, to be constructed by Government of Japan (GOJ) project AF429, by installing new 6.6 KV feeders from new Substation No 2 to each of the 15 (fifteen), to be field verified, 6.6 KV switching stations that have been installed by Government of Japan (GOJ) project AF429. The estimated construction cost is between $5,000,000 and $10,000,000. Cost estimates must be prepared using the Corps of Engineers Micro Computer Aided Cost Estimating System (MCACES). MCACES software and training will be provided by the Corps. The contractor shall be responsible for accomplishing designs and preparing drawings using computer-aided design and drafting (CADD) in Bentleys Microstation Version 8 CADD software, Windows 2000 version, electronic digital format. The Government will only accept the final product for full operation, without conversion or reformatting, in the target CADD software format, and on the target platform specified herein. The target platform is an Intel-based 1 GHz, 500mb RAM personal computer, with a Windows 2000 operating system. Drawings shall be compliant with the current A/E/C CADD Standard available from the CADD/GIS Technology Center, Engineer Research and Development Center. 3. SELECTION CRITERIA: The selection criteria for this particular project are listed below in descending order of importance. (a) Specialized Experience and Technical Competence. Experience in designing projects for high voltage transmission and medium voltage distribution systems such as 66 KV receiving equipment, 66KV-6.6KV transformers, 6 KV switchgear, 6.6 KV power distribution lines, fault current study, circuit protective device coordination study, remote monitoring/control system for relays, switches, circuit breakers and data acquisition of system performance such as circuit breaker status, relay status, KWH, voltage, amp and power factor on the 6 KV power distribution system. Submit a minimum of five (5) but no more than eight (8) completed projects that demonstrate this experience. Designs must have been completed within three (3) years prior to the date of this notice. The evaluation will consider the experience of the firm and any consultants in designing projects for high voltage transmission and medium voltage distribution systems. (b) Capacity to accomplish the work in the required time. The evaluation will consider the experience of the firm and any consultants in similar size projects, and the availability of an adequate number of personnel in key disciplines. (c) Past performance on DoD and other contracts with respect to cost control, quality of work, and compliance with performance schedules, as determined from ACASS and other sources will be considered. (Note: A past performance questionnaire can be used to provide or supplement a firms past performance with other than US Government clients. Firms which choose to use the past performance questionnaire may obtain a past performance questionnaire standard form by submitting a request to the POC via email.) 4. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit two copies of SF 330 Part I, and two copies of SF 330 Part II for the prime firm and all consultants. The SF 330 Part I shall not exceed 50 pages (8.5 x 11), including no more than 5 pages for Section H. All information must be provided in the English language. Each side of a sheet of paper is a page. Use no smaller than 12 pitch. Firms that provide submissions exceeding 50 pages may have only the first 50 pages considered. Include the firm's ACASS number in SF 330, Part I, Section H. For ACASS information, call 503-808-4590 or check online at http://www.cpars.csd.disa.mil/. In SF 330, Part I, Section H describe owned or leased equipment that will be used to perform this contract, as well as CADD capabilities. In Section H, describe the firm's overall design quality management plan. A project-specific design quality control plan must be prepared and approved by the Government as a condition of contract award, but is not required with this submission. In Section H also indicate the estimated percentage involvement of each firm on the proposed team. Submittals must reach the office of the Contracting Division, Contracts Branch, Japan Engineer District, Camp Zama, Japan, not later than 4:00 P.M. (Japan Standard Time) on June 26, 2009. It is important to allow enough time for submissions to reach the above-specified office before the deadline. Submissions received after the time and date specified above may not be considered for contract award. SUBMISSIONS VIA FACSIMILE, ELECRONIC MESSAGE, OR OTHER MEANS WILL NOT BE ACCEPTED. Submissions shall be on paper media in sealed envelopes or packages (i) addressed to the office specified in this notice, and (ii) showing the time and date specified for receipt, the solicitation number, and the name and address of the firm. Firms using commercial carriers should ensure that the proposal is marked on the outermost wrapper with the information stated in the prior sentence. It is in the firms interest to follow up by calling the POC to inquire about receipt of their submissions, to consider utilization of door-to-door commercial carriers, and to not wait for the last minute to transmit submissions in the event that the original submission is lost and a second submission is necessary. It is also in the firms' interest to follow up with references used for past performance information and ensure that they e-mail or fax completed questionnaires to the US Army Corps of Engineers Point of Contact indicated in the questionnaires by the due date and time specified in this notice.
