- This request is an announcement for information/market research for planning purposes. The synopsis does not constitute a request for proposal, request for quote, invitation for bid nor does its issuance in any way restrict the Government as to its ultimate acquisition approach.The Fleet and Industrial Supply Center, Pearl Harbor, Regional Contracting Department is seeking potential sources to provide Packing and Crating of Inbound Personal Property Shipments, Outbound Personal Property Shipments, and Intra-City for DOD personnel on the island of Oahu, Hawaii. This is a follow-on effort to Contract Nos. N00604-05-D-0002, N00604-05-D-0003, and N00604-05-D-0004. Solicitation requirements to be performed are broken down into different schedules/lots and may include but are not limited to: Schedule I - Lot 1 Complete Service-Outbound HHGs - Services shall include a pre-move survey, servicing of appliances, disassembly of furniture, if required, packaging, inventorying, tagging, wrapping, padding, packing and bracing of household goods in government-owned and furnished shipping containers at member's/employee's residence, or at contractor's facility properly securing and sealing for shipments, weighing, and loading on line-haul carrier's equipment.Schedule II - Lot 2 Complete Service-Inbound HHGs - Services shall include unloading from the delivering carrier's vehicle or pickup and drayage from terminal to contractor's facility, unloading from the delivering carrier's vehicle, handling into contractor's facility, transporting to member's/employee's residence, decontainerization and unpacking of loaded containers of household goods and placing goods in appropriate rooms, unservicing appliances, assembly of any disassembled articles and removing shipping containers barrels, boxes/crates and debris and transporting of empty containers to contractor's or government's facilitySchedule III (primary) - Lot 3 Complete Service for Intra-City and Intra-Area Moves- Services shall include a pre-move survey, appliance servicing and unservicing, packaging, and packing at member's/employee's residence to protect household goods, properly during transit, tagging of items, inventorying, loading, weighing, drayage, unloading, unpacking, and placing of each article in new residence, and removal of all empty containers and materials from residence.Schedule III (secondary) - Lot 4 Complete Service for Intra-City and Intra-Area Moves- Services include the same requirements for Schedule III - Lot 3 above.It is anticipated that no more than 3 contracts will be awarded. The resultant contracts will be Firm Fixed Priced (FFP) with Indefinite-Delivery Indefinite-Quantity (IDIQ) provisions. The period of performance will be for a base period of 12-months plus 4 option years. The total term of the contract, including all options, will not exceed 60 months. The North American Industry Classification System (NAICS) Code is 488991 for Packing and Crating that has an applicable size standard of $25.5 million. This requirement is intended to be a Total Small Business Set-Aside. All eligible and responsible small business sources with an active PUC license may submit a letter of interest by close of business (COB) June 29, 2009, via email in Microsoft Word form to: stephen.durrett@navy.mil or fax at (808) 473-5750. The letter of interest should include the name and address of your firm, point(s) of contact, including telephone number and email address, a brief company profile, and solicitation requirement (Schedule/Lot) your company would be interested in. If there is not enough interest from small businesses in any one of the requirements, then that requirement(s) may be opened up on an unrestricted basis. A separate notice announcing the solicitation will be issued. The solicitation is expected to be issued in August 2009.
