- 1) ATTACHMENT A - Requirements Compliance Table; The United States Senate, Office of the Sergeant at Arms (SAA), has a requirement for a Disc Publishing or Duplication System. The Senate is seeking qualified vendors of mid-size or mid-range production disc duplication with integrated printer system to respond to this request for proposal (RFP). REQUIREMENTS: All requirements are provided in the attachments to this RFP. Vendor must complete all the attachments to this RFP. All equipment and components proposed must be new, not refurbished. The SAA will not accept any exceptions or qualifications. All items shall be priced FOB Destination, Washington, DC. Quote must be valid until September 31, 2009. INSTRUCTIONS: The Vendor's response must contain the following completed documents: (1) ATTACHMENT A - Requirements Compliance Table, (2) ATTACHMENT B - Pricing Table, (3) ATTACHMENT C - Maintenance Options, (4) ATTACHMENT D - Consumable Pricing, and (5) ATTACHMENT E - Past Performance. The response shall be submitted electronically via email only to acquisitions@saa.senate.gov. (The SAA will not accept any faxes or mail deliveries). The subject line of the email message shall be "RFQ-2009-016 Disc Publishing System." Quotations must be received no later than June 26, 2009 at 5:00 PM EDT. The anticipated award date is in September, 2009. Questions regarding this acquisition must be submitted in writing to acquisitions@saa.senate.gov, no later than Noon EDT, June 18, 2009. Although the SAA does not anticipate any amendments, the Vendor is responsible for monitoring this site for release of solicitation amendments (if any). The SAA will not respond to telephone requests for information. Oral communications are not acceptable in response to this notice. This request for proposal does not commit the SAA to purchase or award a contract for the disc publishing system. EVALUATION FACTORS FOR AWARD: The following factors shall be used to evaluate offers: (1) Technical acceptability of item offered, in terms of whether it meets or exceeds the solicitation requirements; (2) Past performance information for the Offeror; (3) Warranty offered; and (4) Evaluated price. Non-price evaluation factors are equally important, and collectively, are significantly more important than evaluated price. Responses received without the required information will be considered non-responsive.
