Office of Inspector General U.S. Department of the Interior 12345 W. Alameda, Suite 350 Lakewood, CO Furniture Requirements Statement 1. Purpose: The purpose of this document is to describe the furniture required by the Office of Inspector General (OIG), Department of the Interior (DOI), for its new office space located at 12345 W. Alameda Parkway, Suite 350, Lakewood, CO. 2. General: The DOI OIG is occupying additional office space in 12345 W. Alameda Parkway, Suite 350, Lakewood, CO. The office space is currently being modified to meet OIG requirements and construction will be completed in early July. New office furniture and furnishing is required to equip the office. 3. Location: The new DOI OIG office space is located at 12345 W. Alameda Parkway, Suite 350, Lakewood, CO. The office space is approximately 2,735 (usable)/ 3,145 (rentable) square feet. 4. Delivery: 12345 W. Alameda Parkway is currently occupied by several government and commercial activities. Normal duty hours are between the hours of 7:30 AM and 5:30 PM, Monday through Friday. There is no loading dock. There is no specific freight elevator; however, pads are available to be put up in the building’s south elevator. While there are no restrictions on move-ins or deliveries, delivery should be scheduled several days in advance. An elevator key will be made available to the delivery team to facilitate moving product to the 3rd floor. There is a large parking lot which will accommodate any size delivery truck. Items could be unloaded, placed on a hand truck/dolly and brought through the double side doors of the building and down a hallway to the elevators, then taken to the 3rd floor. Once on the 3rd floor, items must be moved down a hallway to the office suite. There are no stairs that would have to be used for deliveries. 5. Desired Delivery Date: The office space is currently under construction. It is anticipated that construction will be completed in early July 2009 and the projected occupancy date is 15 July 2009. It is desired that the furniture be delivered as soon as practical after 1 July 2009 and no later than 15 July 2009. 6. Requirements and Features: A.General Office Suite Description: The OIG office suite consists of approximately 2,735 (usable)/ 3,145 (rentable) square feet, and will contain 1 private office, and 6 work stations. Additionally, there are a conference room, interview room, administrative storage room, reception/waiting area, and a kitchenette. This Requirements Statement is for the manager office and system furniture only. See the attached drawing for details of the office layout, and also dimensions of the various office suite areas. The two exterior walls (top and right side on the diagram) of the office suite consist of glass windows. In order to create as open area and let as much light as possible into the interior of the suite, furniture should not block the windows. Except for end of panels running perpendicular to the window wall, furniture should not be above the height of the window sill. Window sill height at each work station location is annotated on the office diagram. The window sill height is approximately 32”. Maximum height of panels directly in front of the windows should not exceed 36”. B.Design Objective: The design objective is to equip the OIG office suite with furniture that will meet OIG requirements and contribute to creating a dignified and professional office atmosphere. The OIG desires furniture which is mid-grade in quality, durable, reliable, functional, and which provides the Government the greatest value for its investment. Additional objectives are to maximize work and storage space for employees, and to provide employee privacy to the greatest extent possible. All the furniture in the office suite should present an integrated and unified appearance. While products do not have to be from the same manufacture, it is required that all the furniture in the office suite presents a coordinated appearance in order to create a professional atmosphere. It is anticipated that this office will be operational for 5 years. While some smaller furniture items, such as tables and chairs, would be relocated to a different location upon office closure, it is not expected that the system furniture would be relocated. C. General Furniture Requirements: (1) Manager Office Furniture: The furniture in the manager’s office will be a free standing modular case goods system. Furniture should have high pressure laminate tops and wood veneer chases and edges. All cabinets and files should be lockable, and all cabinets and files in the office should be keyed the same. (2) Work Station Systems Furniture: The work station system should be a monolithic panel system design. Fabric should be grade 1/grade A quality. The work station system furniture should have the following features: •The systems furniture should offer panel mounted, free standing, and wall mounted options. The option or combination of options proposed should be the contractor’s best recommendation/solution given the office layout. • Any wall mounting should be accomplished using a horizontal mounting system so that attachments may be made to wall studs, and should be able to attach to a variety of surfaces including wood, steel, and cinder block. •If wall mounting is used, the system must be able to support the weight of fully loaded overhead storage units and work surfaces without requiring additional wall blocking. •If multiple selected systems furniture lines/options are selected, they should fully integrate with one another. •Panels should be 65” to 68” high except as noted in front of windows where panels should not exceed 36” in order not to block windows. •The panel system should offer a stacking option up to approximately 82” – 84”. •Panels should be acoustic and tackable. If tackable panels are not available, tack boards should be provided. •Work surfaces should have a solid core, with a high pressure laminate top. •Work surfaces should have a grommet or other type of wire management capability. •Overhead storage cabinets should be metal, with receding doors on ball bearing slides. Overhead cabinets should be lockable. •Pedestals and laterals should be metal and have the capability to accommodate front to back filing. File bars should be included for side to side filing. All files should be lockable. •All cabinets and file drawers in a work station should be lockable. All cabinets and file drawers in a work station should be keyed the same, with each work station keyed differently. •Electrical system should be an 8 wire 4 circuit system. Each work station should have 4 duplex receptacles. All electrical wiring shall meet UL safety requirements. •Each work station should have at least one punch-out for a communications jack. Each work station will have a quad (2 voice and 2 data) communications jack. •Systems furniture should have a cable raceway or tray to run communications cables through. D.Specific Furniture Requirements/Features (1)Manager’s Office: There is one private office, identified as the manager’s office. This office is to be configured for a single occupant. The office should have the following: •P Top, 72” X 30” (approx) •Full Modesty Panel •Bridge, 48” X 24” (approx) with a grommet or other cable management system •Credenza, 72’ X 24” (approx) with multi-file unit 1 33” - 36” lateral file drawer 1 letter size file drawer 2 box file drawers •Hutch with locking doors •Task light(s) under the hutch •Tack board •End table •2 guest chairs, wood frame with upholstery (grade 3/grade C quality) seat and back •Bookcase, wooden, with 4 shelves (3 adjustable height and 1 fixed) (2) Work Station Cubicles: There are 6 work stations, WS1 – WS6. Each work station cubicle should be approximately 8’ X 8’ work station cubicle as indicated in the drawing, with a 24” deep work surface. All work station cubicles should have the following features: •1 under the work surface 30” 2 drawer lateral file unit •1 under the work surface 15” 2 letter size drawer file (“file/file”) unit •1 under the work surface 15” “box/box/file” unit •2 overhead storage cabinets with ball bearing slides and receding door •1 open shelf •3 task lights (1 each under storage cabinet and open shelf) •4 duplex power receptacles per work station cubicle •1 tack board (not required in the panels are tackable) 7. Office of Inspector General U. S. Department of the Interior Statement of Work Office and System Furniture 12345 W. Alameda Parkway, Lakewood CO SECTION 1. INTRODUCTION AND SCOPE The Office of Inspector general (OIG) of the U.S. Department of the Interior (DOI) is an independent office in the Department reporting for administrative support only, to the Secretary of the Interior. The OIG is responsible for conducting and supervising audits and investigations related to the programs and operations of the DOI; recommending policies for activities designed to promote economy, efficiency, and effectiveness in their administration; preventing fraud, waste, and abuse in those programs and operations; and providing a means for keeping the Secretary of the Interior and the Congress informed of problems and deficiencies related to the administration of the Department’s programs, and the necessity for and progress of corrective action. The OIG is opening a new, seven (7) person office in Lakewood CO. Accordingly, new office furniture and furnishings are required to equip the office. The government anticipates awarding a Firm Fixed Price (FFP), task order contract, using an appropriate GSA schedule to purchase and install the furniture required. SECTION 2. STATEMENT OF WORK The OIG requires office furniture and systems furniture work stations for a new, seven (7) person office being opened at 12345 W. Alameda Parkway, Suite 350, Lakewood, CO. The office space is approximately 2,735 (usable)/ 3,145 (rentable) square feet, and contains a manager office, six (6) work stations, a conference room, interview room, administrative storage room, reception area, and kitchen/break room. A diagram of the office layout, including dimensions, is attached. Also attached is a requirements statement addressing the overall OIG objectives, and general and specific furniture requirements. The purpose of this SOW is to acquire furniture for the manager office and the six (6) work stations only. SECTION 3.SPECIFIC TASKS The Contractor shall perform the tasks described below. 3.1Design the furniture systems for one (1) manager’s office and for six (6) work stations. A furniture requirements statement/description is attached. It contains the guidance regarding the furniture desired, a description of the general objectives to be achieved, as well as specific features required in both the manager’s office and work stations. 3.2Upon approval of the design, order the required furniture components. 3.3Deliver the furniture products to the OIG office at 12345 W. Alameda Parkway, Suite 350, Lakewood, CO. Details regarding delivery to the 12345 W. Alameda Parkway building are provided in paragraph 4, Delivery. Advance notice of delivery must be made with the local point of contact in order to coordinate with building management. 3.5Install the furniture products as required. The contractor must inform OIG in advance of special functions required for furniture installation and which are not performed by the furniture installation team, such as the requirement for an electrician to be on site to wire the power whips to the building electrical system. 3.6Remove all waste and debris from the property. SECTION 4.GOVERNMENT FURNISHED EQUIPMENT, MATERIAL OR SERVICES The contractor will inform OIG of any special requirements or functions that must be accomplished in advance of furniture installation, such as wiring of the electrical whips. SECTION 5. PLACE AND PERIOD OF PERFORMANCE 5.1 Place of Performance. Furniture will be installed at the new OIG office located at 12345 W. Alameda Parkway, Suite 350, Lakewood CO. 5.2Period of Performance The office space is currently under construction. It is anticipated that construction will be completed in early July 2009 and the projected occupancy date is 15 July 2009. It is desired that the furniture be delivered as soon as practical after 1 July 2009 and no later than 15 July 2009. SECTION 6. SCHEDULE The OIG acknowledges that this project is on a very compressed time schedule. The following is the planned schedule to implement this project. 5:00 p.m. (EDT) 12 Jun 09release RFQ 5:00 p.m. (EDT) 22 Jun 09proposals due to OIG 5:00 p.m. (EDT) 24 Jun 09award decision announced 5:00 p.m. (EDT) 26 Jun 09order placed SECTION 7.GOVERNMENT POINTS OF CONTACT The Government’s points of contact will be identified in the contract award documents. SECTION 8.EVALUATION FACTORS 8.1The OIG’s source evaluation will be based on best-value principles. Accordingly, award will be made to the responsible and technically acceptable offeror whose proposal provides the greatest overall value to the government, price and other factors considered. This best-value determination will be accomplished by comparing the value of the differences in the technical factors for competing offers, based on their strengths, weaknesses, with differences in their price to the Government. In making this comparison, the Government is more concerned with obtaining superior technical capabilities than with making an award at the lowest overall price to the Government. 8.2Evaluation of all offers will be made in accordance with the criteria outlined in this section. The proposals will be evaluated against the following three (3) factors: Factor 1 Furniture Plan Design and Quality Factor 2 Past Performance Factor 3 Price 8.3Factors 1 and 2 are the Technical Factors. Factor 3 is a Price Factor that will be evaluated separately and applied in the determination of best value. The rated technical evaluation criteria are more important than price. As relative technical advantages and disadvantages become less distinct, differences in price between proposals are of increased importance in determining the most advantageous proposal. Conversely, as differences in price become less distinct, differences in relative technical advantages and disadvantages between proposals are of increased importance to the determination. 8.4 The technical evaluation will be attained through a determination and an analysis of strengths and weaknesses of each proposal. •Furniture Plan Design and Quality. Evaluation will be based on the degree to which the office and systems furniture plan supports the design objectives of the OIG, and meets the specific requirements stated for office and system furniture. •Past Performance. List of references demonstrating superior furniture design and installation support services. SECTION 9. Evaluation Criteria: Responses will be evaluated on a “best value” basis. Criteria are overall furniture design and quality, and price. SECTION 10.
