Description
THIS PROJECT WILL BE FUNDED BY THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009. This pre-solicitation notice is hereby issued in accordance with the requirements of the Federal Acquisition Regulation (FAR) Subpart 5.704. The National Institute of Standards and Technology (NIST), Metallurgy Division, Materials Performance Group, has a requirement for the purchase of a high-strain rate tensile test system and a strain measurement system based on digital image correlation. The purchase shall include all required equipment, and installation and training for the system. NIST conducts research into the constitutive properties of engineering materials. One component of that research measures material properties at high deformation rates. These properties include strength, ductility and fracture behavior. Potential materials are as diverse as automotive sheet metals like aluminum and high-strength steel, pipeline and bridge steels, and ceramic armor. The data generated are used for simulating machining and forming operations, evaluating automotive crash-worthiness, and predicting failure and reliability of infrastructure materials under extreme conditions such as earthquakes, fires, and explosions. The required system will complement the existing high-rate test facility (NIST Kolsky Bar) for determining the constitutive properties of metals at elevated strain rates. The strain rates in question, 10 1/s<de/dt<400 1/s, lie between the quasi-static and the very high rate, which are regions where NIST already has test capability. The required system will fill that gap in test capability. The NAICS code for this requirement is 334519 with a small business size standard of 500 employees. This requirement is being procured using full & open competition. This requirement is not set-aside for small business. Delivery terms shall be FOB DESTINATION. The period of performance shall be stated in the request for quotation. Simplified Acquisition Procedures shall be utilized under the authority of FAR 13.5 Test Program for Certain Commercial Items. The competitive Request for Quotation (RFQ), amendments, and all questions and answers related to this procurement shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under RFQ number SB1341-09-RQ- 0315. Potential offerors will be responsible for obtaining this solicitation and related amendments, if any, from www.fbo.gov after the solicitation has been posted. It is, and will continue to be, the responsibility of each potential Offeror to monitor www.fbo.gov for any amendments or other information related to the solicitation; the Government will not be maintaining a mailing list. Any communications regarding this acquisition must be made in writing and forwarded via email to carol.wood@nist.gov, and shall identify the solicitation number, company name, company address, as well as point of contact email address and phone number. Offerors shall be actively registered in the Central Contractor Registration website at www.ccr.gov, in order to be eligible to receive a contract under this acquisition. NIST anticipates posting the solicitation approximately fifteen (15) days after the date of publication of this notice. One or more of the items under this acquisition is subject to World Trade Organization Government Procurement Agreements and Free Trade Agreements.
