Description
The IDIQ Task Order No. DE-AT30-07CC60011/SL14 is a Cost Plus Award Fee (CPAF) Small Business Set-Aside awarded to C/P/E Environmental Services, LLC. The Task Order is receiving ARRA funding in the amount of $7.9 million dollars to enable the acceleration of the Stanford Linear Accelerator Center (SLAC) Environmental Remediation Project to accelerate existing scope under the task order for a project completion date in the year 2011 versus 2012. The current scope to be accelerated includes soil and groundwater investigations, feasibility studies, remedial action plans, remedial design, soil removal actions and treatment system construction, start-up, and testing. Rationale for using other than a fixed price and/or competitive award: Clause H.10, subparagraph (b) of the master contract grants the Contracting Officer the authority to issue a task order to any of the IDIQ awardees providing the task awarded is a logical follow-on to an existing order. The original offerors were given a fair opportunity to be considered when the original task order was competed. The changed project is substantially the same as the project contemplated by the parties. The new funding merely accelerates the schedule for the current SLAC Environmental Remediation Project site remediation activities including those activities currently in the Statement of Work. The work is characterized as an environmental remediation project. The nature of the work requires some flexibility to accomplish. Therefore, it would not be feasible to award a fixed price award for this effort.
