Description
NASA/GSFC intends to increase the maximum ordering value of the MultidisciplinaryEngineering and Technical Services (METS) Indefinite Delivery Indefinite Quantity(IDIQ)Contract (NNG05CA99C), for the Applied Engineering and Technology Directorate(AETD) by $40M from $299.2 million to $339.2 million. NASA/GSFC intends to purchase theservices from SGT, Inc. on a sole source basis to ensure continuing performance ofmission-critical support currently provided through task orders issued under the METScontract until a competitive follow-on contract can be awarded. Increasing the maximumordering value of the METS contract will avoid unnecessary duplication of effort as thecompetition for a follow-on contract (METS II) is already in progress. SGT, Inc., as thecurrent incumbent, is the only responsible source qualified to perform this requirementdue to its current performance of tasks related to numerous complex NASA flight programssuch as Lunar Reconnaissance Orbiter, Solar Dynamics Observatory, Hubble Space Telescope,James Webb Space Telescope, Geostationary Environmental Operational Satellites-R,Gamma-Ray Large Area Space Telescope, Polar Operational Environmental Satellites, GLORY,Time History of Events and Macroscale Interactions during Substorms, Earth Observing-1,Fast Auroral Snapshot, which have critical schedules that must be met. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1)Only One Responsible Source. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon June 27, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
