- THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W9115U09R0002. The Government intends to issue a 100% competitive Small Business Set-Aside solicitation to industry for the US Army Test and Evaluation Command Test & Technology Directorate (ATEC TTD) Cross Command Collaboration Effort (3CE) requirement. The contract type will be Firm Fixed Price. The North American Industry Classification System (NAICS) code is 541330, Engineering Services, with a size standard of $25 m. The goal of this effort is to provide general test, evaluation, analysis, and report generation support for various military systems undergoing test and evaluation to insure both timely completion and assured technical quality. The services will include assisting TTD, ATEC, and ATEC Subordinate Command Activities (SCA) in all aspects of test, evaluation, and analysis to include planning, scheduling, executing, and reporting. This also includes document preparation, data gathering, and data management using standard Test and Evaluation (T& E) methodology and analysis of results using engineering calculations, models and performance criteria. Performance requirements include project management support, administrative support to Government 3CE Team, meeting and teleconference support, assist Government 3CE team with the overall strategic and tactical planning efforts for the 3CE program to include but not limited to conduct and attend meetings and conferences, conduct coordination and monitor task execution across 3CE elements in support of the 3CE plans and objectives, develop, implement, and conduct administrative and resource management procedures across 3CE elements in support of the Government team, define and document the 3CE FY Program Execution Plan, provide 3CE Architect support by coordinating and integrating command elements into the 3CE common environment and maintain and improve the 3CE Knowledge Repository (KR) to meet growing requirements. Award will made based on best value pursuant to FAR Part 15. The period of performance is 12 months with four one- year options. Approximate issue date of the Request for Proposal (RFP) is on or about 30 June 2009. The RFP will be issued in electronic format and posted to Federal Business Opportunities (FEDBIZOPS). It is industrys responsibility to periodically check these sites, as the Government will not issue subsequent notices after the issuance of the RFP. All respondents must be registered in the Central Contractor Registration (CCR), and have a valid DUNS number, Cage Code, and Tax Identification Number.
